Synopsis (short abstract) Development strategy during the 1960 and 1970s was based on the philosophy that developing countries lacked improved technology and capital for speeding up their development.Industrialization was promoted in order to capitalize on the abundant fish resources. However,the anticipated expansion of the economy did not happen and the development approach shifted towards an integrated rural strategy where emphasis is put on the community as a whole to upgrade incomes and the quality of life through technical assistance and the active participation of fisherfolk and the community.In this context, emphasis was initially placed on the Community Fishery Centre (CFC)concept as a means of promoting artisanal fishery development. But it became apparent that the presence of a complex of facilities and seivices tailored to meet local needs was no guarantee that the structures/facilities would be used or that development would occur The active participation of firsherfolk and the mobilisation of local and community resources was imperative in order to assure sustainability of initiatives undertaken by development projects and/or the community. So far and in general terms, the IDAF Programme has worked under the context of abundant or seemingly adequate fishery resources with moderate population pressure. The scenario is however changing (and very fast for that matter) and we.would soon face the triple constraints of reduced or depleting fish stocks, degrading environment and increasin g population pressure. Like in other sectors, it must be anticipated that just to survive, parts of the population surplus in the fishing comtnunities will enter the artisanal fisheries, which will increase the competition for the resources among the small scale fisherfolk in addition to the prevailing competition between the artisanal and industrial fisheries, with their attendant effect on the environrnent. This scenario calls for a continuation of the integrated participatory strategy which remains relevant to the development of artisanal fisheries in West Africa. However, the emphasis needs to be placed on the elements and mechanisms that favour the sustainability of initiatives:responsible fishing, the empowerment processes that ensure the devolution of major resource management and development decisions to the local community, the strengthening of national human and institutional capacities at all levels for a sustainable and equitable fisheries resouices management and development, as well as in the follow-up and consolidation of past achievements

    The Pilot Workshop on the Application of Biotelemetry to Fish Studies for the Management of Inland Fisheries in West Africa was held on the premises of the Office for Rural Development of Slingu (ODRS) in Slingu, Mali, from 29 January to 10 February 2001. The workshop was organized by the Institute of Research for Development (IRD, France), and in particular by its Bamako-based centre, in cooperation with the Institute of Rural Economy of Mali (IER) and the Office for Rural Development of Slingu , with the support of the University of Lige (Belgium) and the Food and Agriculture Organization of the United Nations (FAO). The participants came from Benin, Burkina Faso, Cte d'Ivoire, Guinea and Mali. The aim of the workshop was to improve understanding of, and disseminate, biotelemetry, which is a very useful tool for the collection of the more precise information essential for improved sustainable management of aquatic resources.

    The inception workshop for the preparation of the FAO/GEF project “Mainstreaming Biodiversity Conservation and Sustainable Use into Inland Fisheries Practices in Freshwater Ecosystems of High Conservation Value” was held in Jakarta, Indonesia, on 8–9 September 2014. It brought together stakeholder groups from both government and non-government sectors, including private industry, academia and UN Agencies. The workshop reviewed the overall project framework approved for funding by the GEF and its four main components on: (i) mainstreaming of inland aquatic biodiversity into resource development and management policy; (ii) demonstrations of conservation and sustainable use of inland aquatic biodiversity; (iii) monitoring and assessment of inland aquatic biodiversity; and (iv) project monitoring and evaluation, and adaptive learning. It also identified issues of concern that could be addressed in the project (including the need to generate global environmental benefits in the GEF Biodiver sity Focal Area), clarified project preparation steps, and confirmed potential Indonesia partners, champions and resources during the preparation and, eventually, project implementation phase. As a next step, the workshop recommended that four technical workshops should be organized by the national consultants, including one on each of the three islands selected for the project, i.e. Sumatra, Java and Borneo. The technical workshops will provide a baseline analysis, identify gaps and areas of wo rk at the project sites, and provide inputs to the project result framework. The project preparation team will work towards having consultants’ reports completed by mid-February 2015 and a mid-term progress workshop by mid-March 2015, which will allow the preparation of a draft project document by May for submission to GEF in June 2015.
