Synopsis (short abstract) This evaluation assesses the performance and contribution of the FAO Flexible Voluntary Contribution (FVC) Mechanism, a pooled funding instrument supporting the implementation of the FAO Strategic Framework 2022–2031. The FVC is highly relevant, providing essential flexible resources amidst a landscape dominated by tightly earmarked funds. While FVC investments have contributed positively across all four betters, its full catalytic potential remains unfulfilled due to the modest volume of funding and fragmented portfolio. The evaluation found FVC management costs to be modest and noted commendable progress in leveraging corporate systems. However, sustained efforts are needed to enhance strategic prioritization in resource allocation, improve internal and external communications, and strengthen processes for demonstrating long-term impact and sustainability. The findings will inform strategic dialogue between FAO and its resource partners to determine the future viability and value proposition of this Fund.

    FAO’s Flexible Voluntary Contribution (FVC) is a pooled funding instrument, directing voluntary funds where and when they are needed most.
