Synopsis (short abstract) The second Working Party of the South West Indian Ocean Fisheries Commission on Fisheries Data and Statistics was attended by participants from Comoros, France, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa, the United Republic of Tanzania, Yemen, the Indian Ocean Tuna Commission (IOTC), the Regional Programme for the Sustainable Management of the Coastal Zones of the Indian Ocean (ReCoMap) and the South West Indian Ocean Fisheries Project (SWIOFP). The Working Pa rty received updates of the status of monitoring of the fishery catches by the member countries of the South West Indian Ocean Fisheries Commission. Some countries were upgrading their systems, others continued with existing systems that operated satisfactorily. Comoros and Somalia had no systems in place. The Working Party discussed minimum data requirements for effective fisheries management in three artisanal fishery types: tuna, shark and small pelagic fisheries. Each country provided the existing availability of data for these requirements. As requested, the Working Party also examined the standardization and synchronization of frame surveys from a technical presentation on frame survey design as well as from information provided by the countries at the meeting. Due to the large variety of artisanal vessels in the region a more detailed analysis would be required in order to provide recommendations to the Scientific Committee. The Working Party commented on Statbase metadatabas e descriptions made by countries and clarified some of the terms and definitions. In the process it was recognized that closer comparision of the datasets in respective countries was necessary. Other metadatabases discussed included WioFish and Transmap. The statistics of fishery catches in each country was examined and recommendations made for their improvement. The catch statistics held by IOTC for tuna fisheries and their bycatch, the SWIOFP data management plan and the activities supported b y ReCoMap, were presented. The Working Party made recommendations on improving the situation of fisheries data and statistics for the consideration of the Scientific Committee of the SWIOFC.

    The first Working Party on Fisheries Data and Statistics was organized by the Kenya Marine Fisheries Research Institute. It was attended by participants from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, South Africa, Tanzania and Yemen. The Working Party received national reports of each of the countries and examined the status of fisheries catch and effort data and statistics. It discussed minimum data requirements for effective fisheries management in five generic fisheries types: industrial shrimp, artisanal shrimp, trap fisheries, demersal line and beach seine fisheries. A list of metadata fields was presented to assist member countries provide data to the regional data coordinator of the South West Indian Ocean Fisheries Project in order to set up a regional meta-database. The availability of relevant regional and global information systems was discussed. The Working Party made recommendations on improving the situation o f fisheries data and statistics for the consideration of the Scientific Committee of the South West Indian Ocean Fisheries Commission.

    The third Working Party on Fisheries Data and Statistics was attended by participants from Comoros, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa, the United Republic of Tanzania, and Yemen. The Working Party received updates of the status of fisheries data collection by the member countries of the South West Indian Ocean Fisheries Commission (SWIOFC). Since 2008 improvements have been made, Madagascar and the Comoros started to improve their system the only count ry without a data collection system is Somalia. The Working Party discussed reported catch statistics and the availability of statistical bulletins. The Working Party discussed the development of an integrated Regional Information System based on three existing systems (STATBASE, WIOFish and FIRMS). Improvement of minimum requirements for a number of fisheries was discussed, major improvements are related to frame surveys implemented since the second Working Party in 2008. Information on socio economics of fisheries is generally lacking in the region and should be improved. The statistics of fishery catches in each country was examined and recommendations made for their improvement. First draft definition for the classification of artisanal fishing vessels based on length, vessel material and motorisation was made. Further, the sustainability of databases developed by the SWIOFP was discussed and the participants agreed the the costs related to hosting and instititutional aspects sh ould be studied. The Working Party made recommendations on improving the situation of fisheries data and statistics for the consideration of the Scientific Committee of the SWIOFC.

    The first session of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, European Community, France, Kenya, the Republic of Maldives, Mauritius, Mozambique, Seychelles, Somalia, South Africa and the United Republic of Tanzania. Representatives of the Agulhas Somali Large Marine Ecosystem, the Indian Ocean Commission, the World Conservation Union, the Republic of Korea, the Southern African Development Community, the Swedish International Development Cooperati on Agency, the South West Indian Ocean Fisheries Project, the United Nations Development Programme in Somalia, the Regional Seas Programme of the United Nations Environment Programme also attended the session as observers. The Commission adopted its Rules of Procedure and established a Scientific Committee. It examined outcomes of the Committee on Fisheries and the fourth meeting of Regional Fisheries Bodies Secretariats held in Rome in March 2005. It also reviewed fisheries management in the so uthwest Indian Ocean, discussed collaboration with other regional organizations and programmes, established a programme of work, and elected members of a Bureau to steer the Commission until the next session which will take place in Mozambique in August 2006.
