    Meeting the 2015 international hunger targets: taking stock of uneven progress

    This year´s annual State of Food Insecurity in the World report takes stock of progress made towards achieving the internationally established Millennium Development Goal (MDG1) and World Food Summit hunger targets and reflects on what needs to be done, as we transition to the new post-2015 Sustainable Development Agenda. The report reviews progress made since 1990 for every country and region as well as for the world as a whole. Progress towards the MDG 1 target, however, is assessed not only by measuring undernourishment, or hunger, but also by a second indicator – the prevalence of underweight children under five years of age. Progress for the two indicators across regions and over time, is compared, providing insights into the complexity of food security. Overall progress notwithstanding, much work remains to be done to eradicate hunger and achieve food security across all its dimensions. The 2015 report not only estimates the progress already achieved, but also identifies r emaining problems, and provides guidance on which policies should be emphasized in the future. Key factors that have determined success to date towards food security and nutrition goals are identified. The list of factors – economic growth, agricultural productivity growth, markets (including international trade) and social protection – is by no means exhaustive. The report also shows how protracted crises, due to conflict or natural disasters, have deleterious effects on progress in hunger redu ction.

    Strengthening the enabling environment for food security and nutrition

    The State of Food Insecurity in the World 2014 presents updated estimates of undernourishment and progress towards the Millennium Development Goal (MDG) and World Food Summit (WFS) hunger targets. A stock-taking of where we stand on reducing hunger and malnutrition shows that progress in hunger reduction at the global level and in many countries has continued but that substantial additional effort is needed in others. The 2014 report also presents further insights into the suite of food security indicators introduced in 2013 and analyses in greater depth the dimensions of food security – availability, access, stability and utilization. By measuring food security across these dimensions, the suite of indicators can provide a detailed picture of the food security and nutrition challenges in a country, thus assisting in the design of targeted food security and nutrition interventions. Sustained political commitment at the highest level is a prerequisite for hunger eradication. It entails placing food security and nutrition at the top of the political agenda and creating an enabling environment for improving food security and nutrition. This year’s report examines the diverse experiences of seven countries, with a specific focus on the enabling environment for food security and nutrition that reflects commitment and capacities across four dimensions: policies, programmes and legal frameworks; mobilization of human and financial resources; coordination mechanisms and partnerships; and evidence-based decision-making.

    The sixth edition of The State of Food Insecurity in the World reports that the number of chronically hungry people in the developing world has fallen by only 9 million since the World Food Summit baseline period of 1990–1992. The conclusion is inescapable – we must do better. Looking at the impressive progress that more than 30 countries in all developing regions have made in reducing hunger, the report highlights another clear and compelling lesson – we can do better. And for the f irst time, The State of Food Insecurity in the World 2004 presents provisional estimates of the staggering costs that hunger inflicts on households and nations – the millions of lives ravaged by premature death and disability, the billions of dollars in lost productivity and earnings. On both moral and pragmatic grounds, these estimates lead to one more unavoidable conclusion – we cannot afford not to do better. The report also includes a special feature examining the impact that the rapid growth of cities and incomes in developing countries and the globalization of the food industry have had on hunger, food security and nutrition. The State of Food Insecurity in the World 2004 concludes with an urgent appeal to scale up action, resources and commitment in order to achieve the World Food Summit goal. That goal of cutting the number of hungry people in half by the year 2015 can still be reached if we just focus our efforts over the next ten years on simple, low-cost, targete d actions that will improve food security quickly for very large numbers of people. Hunger cannot wait.
