Synopsis (short abstract) The national forest monitoring system (NFMS) assessment tool has been developed under the project “Building global capacity to increase transparency in the forest sector (CBIT-Forest)” implemented by Food and Agriculture Organization of the United Nations (FAO) and funded by the Capacity-Building Initiative for Transparency (CBIT) trust fund of the Global Environment Facility (GEF). The tool aims to assist countries in carrying out a comprehensive capacity assessment of forest monitoring across three complementary themes – institutional arrangements, measurement and estimation, and reporting and verification. The tool is based on FAO’s Voluntary Guidelines on National Forest Monitoring (VGNFM) reinforced by the REDDcompass of the Global Forest Observations Initiative (GFOI) and incorporating FAO’s extensive field experience of forest monitoring in different national contexts.

A lack of institutional and individual capacity often undermines the long-term impact of otherwise technically sound programmes. To support efforts towards sound and impactful forest monitoring, the Food and Agriculture Organization of the United Nations (FAO) has developed a national forest monitoring system (NFMS) assessment a tool to help countries identify capacity gaps and weaknesses in order to address their real needs in a targeted manner.

This document builds on the brief paper presented at the 7th Meeting of the UN-REDD Programme Policy Board, held in Berlin, October 2011 (UNREDD/PB7/2011/13), which lays out ways to consider the REDD+ monitoring and information provision needs in the broader context of national development and environmental strategies, at the implementation level. The purpose of this document is to describe the elements in National Forest Monitoring Systems (NFMSs) as they relate to REDD+ under the United Nation s Framework Convention on Climate Change (UNFCCC), and to describe the UN-REDD Programme approach to Monitoring and Measurement, Reporting and Verification (M & MRV) requirements. This paper is presented in a series of sections discussing the various elements of relevant texts of the UNFCCC and the methodological recommendations of the Intergovernmental Panel on Climate Change (IPCC). This approach aims to allow the end-user to consider the implications of the implementation of REDD+ activities in distinct national contexts, and the various steps involved.

The Republic of Costa Rica is a Central American country largely covered by tropical forest that exhibits high biodiversity. The country has made many efforts to conserve its forests and biodiversity, although in most cases forest and agricultural resources have been independently assessed. Nevertheless, the interdependence of forest, biodiversity and agricultural resources has highlighted the need to develop monitoring system that would allow consistent, integrated and comprehensive monitoring of all of these resources.
