Synopsis (short abstract) There are three stages in total for actions of WAW programme, which are CONSOLIDATED FARM DATA, INVESTMENT STRATEGIES, and NATIONAL OBSERVATORIES. In the first stage (generating the information), WAW will help to compile consolidated datasets on family farms. In the second stage (applying the information), the WAW country teams will produce strategic investment proposals, pinpointing the most vulnerable farms and the kind of investment or policy they need. In the third stage (sharing the information), WAW will collate the information amassed and document the global landscape of family farming.

World Agriculture Watch (WAW) is proposing to implement a harmonized methodological framework to establish coherent global and local information systems, which will provide suitable information on the structure and performance of these diverse farms. It will then be possible to develop data sets to better target investment and policy frameworks. The performance of the farms is assessed using indicators and variables aligned with the Sustainable Development Goals (SDGs). National and regional family-farmer platforms will be key implementing partners and will benefit from these information systems. The proposed WAW programme is made up of two components: country-specific projects and a global family farm mapping project, which will include sex-disaggregated data (SDG 5). These information tools will contribute to the implementation of the United Nations (UN) Decade of Family Farming (2019-28). Country projects will be undertaken in 21 countries. WAW will provide all beneficiaries with: (1) a methodological framework based on an adaptable core set of variables and indicators, with sex-disaggregated data; (2) guidelines and capacity-building training to develop national agricultural observatory systems, and (3) access to WAW’s global networks and partner organizations. As part of its global family farm mapping project, WAW will amalgamate existing data sets with new data gleaned from country-level activities, channelled to the initiative via the networks of WAW’s global partners. The project will provide an overview of the transformational changes underway in the global landscape of family farms for the UN Decade of Family Farming.

Around 85 percent of the world’s farms are smaller than 2 hectares. Accurate information on farms is lacking, especially small farms and their assets, performance and economic contribution, including for subsistence. Such information is vital for decision-makers, farmers’ organizations and for project investment purposes. This has led to a uniform set of policies and investment proposals that is often unsuited to the needs of small, vulnerable family farmers. The World Agriculture Watch (WAW) helps develop and produce original datasets that match stakeholder needs, working in synergy with existing information systems. By examining the data sets on productive and social aspects of family farming, WAW makes it possible to define comprehensive, integrated policies and investment strategies for family farms and boost their productive capacity, as well as to improve their wellbeing by facilitating access to basic public goods and social protection. In short, taking into account farm diversity helps to improve policy efficiency, allowing the most vulnerable farmers to receive the assistance they need.

The World Agriculture Watch (WAW) initiative aims to document the situation of global agriculture in all its diversity, from family farms to industrial enterprises. Identifying and understanding the myriad farm types, including family farms, is key to adapting projects, policies and investments to specific agricultural characteristics and constraints. In this way, investments can be targeted at strengthening the weakest aspects of different types of farm. WAW then uses farm typology to provide tailored means of monitoring the effects of these investments on family farms and tracking their relative performance. The information produced by these tools is intended to inform stakeholders and fuel the debate on policy choices for the agricultural sector, with a particular focus on those organizations that represent family farms, which are crucial to food and nutrition security. Moreover, WAW facilitates the global accumulation of knowledge on agricultural transformation at the international level. WAW offers decision-making support for intervention at the local, regional and national levels. It is currently working with a number of countries to develop national farm observatories that will enable them to participate in the global collection of data on and analysis of farm typologies and types of agriculture.
