Ocena rodnih pitanja u kosovskom šumarstvu
2017Glavni cilj ovog istraživanja je da identifikuje i analizira ulogu žena i muškaraca u sektoru šumarstva na Kosovu, korišćenje i vlasništvo šuma od strane žena i muškaraca. Izveštaj takođe ima za cilj da analizira rodna pitanja u okviru institucionalne politike i pravnog okvira koji uređuje upravljanje šumama, kako bi se dale preporuke o tome kako rodna pitanja efikasnije integrisati u politiku o šumarstvu na Kosovu. Istraživanje čini deo projekta pod nazivom "Podrška sprovođenju politika i stra tegije o šumama na Kosovu" (GCP/KOS/005/FIN), finansiran od Finske, koji ima za cilj da poveća doprinos sektora šumarstva nacionalnoj privredi kroz održivo korišćenje šumskih resursa, uzimajući u obzir višestruku namenu šumarstva i privredne, socijalne i ekološke koristi od šuma, kao i doprinos sektora ublažavanju klimatskih promena. Studija pokazuje ograničen pristup žena odlučivanju i informacijama, u poređenju sa muškarcima, ali i nerešena imovinska prava žena. Osim toga, visoka stopa neza poslenosti je glavna prepreka koju su identifikovali članovi seoskih zajednica, a naročito žene. U izveštaju se takođe ukazuje na interese seoskih žena da poboljšaju svoje veštine branja i sakupljanja, obrade i prodaje nedrvnih šumskih proizvoda (NDŠP). Prema tome, izveštaj pokazuje značaj unapređenja pristupa žena informacijama, jačanja kapaciteta i obuhvaćenost u donošenju odluka. Izveštaj se završava isticanjem da NDŠP imaju veliki potencijal za smanjenje siromaštva i nesigurnosti da se prehr ane u regionima sprovedene studije, naročito kada se efikasno podrže i žene i muškarci. -

The report also aims to analyse the gender issues within the institutional policy and legal framework that governs forest management, in order to provide recommendations on how to mainstream gender in forest policies in Kosovo more effectively. The research forms part of a project entitled, “Support to Implementation of the Forest Policy and Strategy in Kosovo” (GCP/KOS/005/FIN) funded by Finland, which aims to increase the forestry sector’s contribution to the national economy through the sustainable use of forest resources, taking into account multipurpose forestry, and the economic, social and environmental benefits of forests, as well as the sector’s contribution to climate change mitigation. The study demonstrates women’s limited access to decision-making and information compared with men, and women’s pen ding property rights. Furthermore, the high unemployment rate is the main obstacle identified by rural community members, especially women. The report also demonstrates the interests of rural women in improving their skills in the collection, processing and marketing of non-wood forest products (NWFPs). Consequently, the report shows the importance of improving women’s access to information, capacity development and decision-making. It concludes by emphasizing that NWFPs have strong potential fo r reducing food insecurity and poverty in the regions of the study, particularly when both women and men are effectively supported.
