Synopsis (short abstract) The Food and Agriculture Organization of the United Nations (FAO), as one of the leading operational organizations implementing Anticipatory Action and providing technical advice and normative guidance on corresponding approaches in the agriculture and food security sector, has embarked on a project funded by the Bureau for Humanitarian Assistance of the United States Agency for International Development with the aim to capture emerging and good practices to improve community engagement in Anticipatory Action. In this framework, FAO has developed a Compendium of experiences and good practices from focus countries, namely Bangladesh, Guatemala, the Niger and Zimbabwe. The purpose of this Compendium is to share knowledge that will help move towards more context‑specific, conflict-sensitive, inclusive and accountable Anticipatory Action programming. It is intended for stakeholders involved in Anticipatory Action, from the local to national and global levels. This document is a summary of the Compendium: it provides a brief overview of its development process and highlights some of the practices, experiences and key learning showcased in the full document.

    The guidance note offers information and recommendations to FAO Country Offices and partners involved in Anticipatory Action programming on how to engage affected and at-risk people and communities to better understand their risks, needs, priorities and capacities. It provides guidance on listening to and acting upon their feedback to ensure their meaningful participation in the design, implementation, monitoring and evaluation of Anticipatory Action projects and programmes. It also specifically seeks to support wider FAO commitments to being people-centred and accountable to populations affected by a disaster and/or conflict throughout its emergency policy and practice, through all phases of the project/programme cycle.

    Feasibility of anticipatory action in the Pacific Islands region 2024

    This report seeks to expand the understanding of anticipatory action in Small Island Developing States, with a focus on the geographic and socio-institutional aspects of independent Pacific Island Countries in the Southwest Pacific Ocean. This report provides a summary of regional and selected national contexts and approaches to the building blocks of anticipatory action in the Pacific Island Countries region.Through a combination of workshops and interviews with government agencies, regional organizations, international NGOs, multilateral groups, and country-based participants, the report provides a synthesized context for anticipatory action in the region. A case study section presents the anticipatory action context for Palau, Solomon Islands and Fiji. The discussion and conclusions point towards the feasibility of advancing anticipatory action and the broad governance that will need to be facilitated to formalize anticipatory actions.

    Scaling up anticipatory actions to prevent food crises – September 2023

    Recognizing that the increasing number of food crises require resources and capacities far beyond the reach of any individual organization, the Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) are partnering together to scale up the reach of Anticipatory Action. This means acting ahead of predicted hazards to mitigate acute humanitarian impacts before they fully unfold. The two agencies are committed to further strengthening collaboration on selected strategic and technical areas that bring out their comparative strengths and maximize the benefit to communities at risk of shocks to their food security. By partnering on scaling up Anticipatory Action, WFP and FAO commit to: 1. jointly deliver a comprehensive set of Anticipatory Action measures to protect people’s food security from shocks; 2. expand the geographic coverage and anticipation for different types of shocks, beyond hydrometeorological hazards, that can be predicted and affect agriculture and food security; and 3. jointly advocate for the mainstreaming of Anticipatory Action within key policies, processes and institutions, including disaster risk management, social protection and climate change adaptation to enable sustainability and greater cost efficiencies.
