Synopsis (short abstract) The General Fisheries Commission for the Mediterranean (GFCM) plays a critical role in the Mediterranean and the Black Sea region. At its meetings, GFCM members adopt binding recommendations for fisheries conservation and sustainable use, management, and aquaculture development, as proposed by their Scientific Advisory Committees.   The GFCM set up a fisheries restricted area in 2017 to protect specific stocks and their habitats in the Adriatic Sea. The Jabuka/Pomo pit fisheries restricted area covers 1 400 square kilometres. The GFCM has been laying the groundwork for sustainable aquaculture development in Lebanon, Palestine and the Syrian Arab Republic. It has identified the main issues across the sector and has defined priorities for building capacity such as need training to enhance local expertise in Palestine and the Syrian Arab Republic. The GFCM carried out a research programme into European eel in nine countries between 2020 and 2022. Its management plan for the European eel in the Mediterranean now includes a closure of eel fisheries for six months each year and a total, permanent ban on recreational fishing of European eel. The goal is to conserve the species and preserve the heritage of artisanal fisheries.

    The GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and Black Sea offers a common vision and guiding principles to achieve sustainable fisheries and aquaculture in the region, federating efforts to deliver on national, regional and global commitments. Building upon the progress made and concerted action between all stakeholders, it addresses the social, economic and environmental aspects of sustainability in order to build resilience to respond to global challenges. The GFCM 2030 Strategy upholds the heritage of fisheries and aquaculture as pillars for the livelihoods of coastal communities, championing a productive and sustainable food system that contributes to thriving economies and healthy ecosystems. It is articulated in five distinct targets that each contribute to this overarching vision for sustainability: Target 1 focuses on healthy seas and productive fisheries; Target 2 aims to ensure a level playing field to eradicate all illegal, unreported and unregulated fishing; Target 3 helps realise the potential of a growing aquaculture sector; Target 4 supports livelihoods through decent employment and fishers engagement; and Target 5 fosters capacity development through technical cooperation and efficient partnerships across the region. The GFCM 2030 Strategy addresses regional priorities while taking into account local needs and specificities through a subregional approach. Covering a ten-year span, the GFCM 2030 Strategy is aligned with a global agenda. The successful achievement of its targets relies on the commitment of the GFCM Membership in adopting and implementing relevant decisions and in supporting its overarching vision.

    The adoption of the Mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries in 2017 and the Strategy for the sustainable development of Mediterranean and Black Sea aquaculture in 2018 signaled the beginning of a new way for the General Fisheries Commission for the Mediterranean (GFCM) to implement its mandate. Between 2017 and 2021 they allowed the GFCM to define priorities, increase its means, level the playing field and make a real difference to sustainability in both fisheries and aquaculture across the Mediterranean and the Black Sea. This brochure highlights the key improvements that were achieved under these strategies and looks towards the next stage of development currently underway, guided by a new vision that builds on these past successes.
