Synopsis (short abstract) In February 2008, FAO hosted an Expert Consultation (EC-GR) in Rome on the Development of a Comprehensive Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels1 which recommended the Global Record (GR) be pursued as matter of high priority and be implemented as soon as possible. The EC-GR recommended that (i) progress towards the development of the GR should be made without delay, (ii) that this Twenty-eighth Session of COFI should be well informed on areas beyond t he scope and time available to the EC-GR, and (iii)recommended a series of interim activities as detailed below. Accordingly, this synthesis paper builds on Document COFI/2009/6 and summarises the results of the interim activities together with the key outcomes of this work resulting in a proposed programme of work with costs for consideration by COFI.

This document contains the report of the Technical Consultation to Identify a Structure and Strategy for the Development and Implementation of the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels. The Consultation was held at FAO headquarters, Rome, from 8-12 November 2010. The Consultation was convened by the Director General of the Food and Agriculture of the United Nations upon the recommendation of the twenty-eighth session of the FAO Committee on Fisher ies. The Technical Consultation produced recommendations for consideration by the twenty-ninth Session of the FAO Committee on Fisheries. The Consultation was funded by the Governments of the United Kingdom and the United States of America, and by the European Commission.

The goals of the Expert Consultation were to advise FAO on the development and implementation of a global record of fishing vessels and to respond to the request from FAO’s Committee on Fisheries to further develop the concept as described in the feasibility study. A comprehensive global record, a potential additional tool to combat illegal, unreported and unregulated fishing, is envisioned as a global database gathering data from many sources in one location. A major obstacle facing fisheries e nforcement bodies is the lack of access to information on vessel identification, ownership and control. Currently, there is no single source containing basic information about fishing vessels of all sizes. The experts expressed a sense of urgency about the need for this tool. They also believed that a global record should be extensive in scope. They recommended interim activities to raise awareness about the global record and further develop some technical issues in advance of the Committee on Fisheries to be held in 2009.
