Synopsis (short abstract) This report documents the main findings of vulnerable group profiling work in Nepal. It identifies the characteristics and investigates the vulnerability for seven particular livelihood groups, notably marginal farm households in the Terai, in the hills and in the mountains, agricultural labour households in the Terai, porters in the hills and mountains, rural service castes, and poor urban workers in the informal economy in the Kathmandu Valley. Based on this analysis, it considers how these pe ople cope during times of insufficient food production and/or earnings, and proposes actions that could be taken to reduce their vulnerability to becoming food insecure in the future. Most of the research on poverty in Nepal during the past decades has focused exclusively on determining the poverty line and calculating the proportion of people living under this line, rather than unmasking the characteristics, particularly the locational aspects, of poverty other than the rural and urban distribu tion (Sadeque, 1998). This report therefore contributes to new knowledge by identifying and characterising particular vulnerable groups of people in broad geographic areas based on their livelihoods. The knowledge and insights gained through this process is intended to complement existing assessments at the household/community and national level, and to help bridge the gap between local knowledge and national level decision-making. It is hoped that this study will draw attention to the need for greater policy and programme support to food security in Nepal. In this context, the findings could inform the design of a food security policy (as recommended in the UN progress report on implementation of the Millennium Development Goals in Nepal), as well as the development and strengthening of other policies and programmes that reduce vulnerability and increase food security for a larger share of the population in the country. In particular, it could be useful in supporting implementation of the Government’s recently formulated Poverty Reduction Strategy Paper (PRSP) which received cabinet endorsement in May 2003.

The Food Security and Agricultural Projects Analysis Unit (ESAF) of FAO has undertaken a number of pilot studies to develop a methodology for understanding why certain groups of people are vulnerable to becoming food insecure. The studies use the sustainable livelihoods approach adopted for food security analysis and are primarily based on qualitative information collection. The objective of these studies is to inform policy and programming decisions for reducing vulnerability to food insecurity . Drawing from these experiences and those of other FAO units involved in similar work, this paper identifies key lessons learnt and makes recommendations for strengthening future work on food security and vulnerability analysis.

At the request of the FIVIMS secretariat at the Food and Agriculture Organization of the United Nations (FAO), a review of 50 Common Country Assessment (CCA) reports and 25 Poverty Reduction Strategy Papers (PRSPs), covering regions and countries with widely differing development status, was carried out as part of a FIVIMS/CCA integration project. The two major objectives of this review study were to assess the extent to which food insecurity and vulnerability problems are analysed and incorporated into policies, strategies and interventions, and to identify clear areas for improvement. The study was performed by an interdisciplinary team of scientists from the Wageningen University and Research Centre (WUR), The Netherlands.

Reducing food insecurity, vulnerability and malnutrition is central to the achievement of the Millennium Development Goals (MDGs) and the World Food Summit targets. FAO is technically assisting national governments and related stakeholders to better plan, target and monitor food security and programmes, and progress is continuously being made in addressing problems of hunger and malnutrition. FAO’s food insecurity and vulnerability information and mapping systems, commonly known as FIVIMS, i nclude the networks of national information systems that assemble, analyse and disseminate data on food insecurity and vulnerability. At the international level FIVIMS implements diverse activities in support of national information systems for them to become part of an international information exchange network, and at the country level FIVIMS works with a network of information systems that gather and analyze relevant national and subnational data that measure food insecurity and vulnerabilit y. The Asia Pacific Network for Food and Nutrition, in collaboration with the Asia FIVIMS project, has undertaken an important initiative through this regional expert consultation and meeting to review food insecurity and vulnerability assessment methodologies used in selected countries of the Asian region. This report provides a summary of the presentations and discussions on FIVIMS methodologies and an update on country FIVIMS activities.
