Synopsis (short abstract) This paper briefly assesses possibilities for TCDC (Technical Cooperation Among Developing Countries) in the fisheries sector of countries in the Bay of Bengal region. It also outlines proposals for TCDC activities in the region, and gives a fairly detailed description of institutions in the region through which TCDC may be implemented. The paper examines the history of the TCDC concept and summarises past and current TCDC activities of the Bay of Bengal Programme. It assesses the interes t and willingness of governments in TCDC, and describes funding and administrative arrangements. The paper was prepared by Mr. E. H. Nichols, till recently Director of Agriculture and Fisheries in Hong Kong, who was a consultant to the Bay of Bengal Programme for a study on TCDC. The paper was prepared after a four-week tour of the Bay of Bengal region (October 4 to November 2, 1980), when the consultant met fisheries experts and officials of the BOBP’s member countries, and held discussi ons with them on TCDC. The views expressed in the paper are those of the consultant and do not necessarily reflect the views of the FAO or the BOBP.

    This paper summarises published knowledge of theexploited and exploitable fishery resources in the shelf area of the Bay of Bengal. It also offers some general remarks about the potential for fisheries development in some areas of the region and the need for management measures in other areas; the types of resources studies that need to be carried out; and the availability of information. The author of the paper is Dr. B. T. Antony Raja, Deputy Commissioner, Fisheries Division, Ministry of Agriculture, Department of Agriculture and Cooperation, New Delhi, India, who served as a consultant to the Bay of Bengal Programme for the Consultation on Stock Assessment for Small-Scale Fisheries held in Chittagong, June 16-21, 1980. The paper is based on “status papers” submitted to the consultation by member countries, as well as information that emerged during the consultation; additional information from other sources was also utilised. The author and the Bay of Bengal Programme than k the writers of the country status papers and the participants in the consultation for providing most of the material that has gone into the paper. The purpose of this paper is to indicate, to the extent necessary, which of the various stock assessment estimates for the Bay of Bengal region can be reliably adopted by planners for development and management. The paper does not attempt to evaluate or critically examine the existing information.

    This document reports on the proceedings and decisions of a four-day regional workshop on the “Precautionary Approach to Fishery Management” (referred to in the text as PA2FM), held from 25 February to 28 February, 1997, in Medan, North Sumatra, Indonesia. It was organized by the Directorate-General of Fisheries, Indonesia, and supported by the FAO and the Bay of Bengal Programme (BOBP). The workshop was meant to clarify and discuss the implications of PA2FM and show how such an approach to management enables sustainable development of fisheries resources in BOBP member-countries and beyond. The workshop was expected to endow participants with practical skills and knowledge on PA2FM methods. The workshop was attended by 18 representatives from member-countries of the BOBP, and seven resource persons from within and outside the region.
