Synopsis (short abstract) This project supports the Government of Sri Lanka in efforts to implement a National Biosafety Framework to meet the requirements of the Cartagena Protocol on Biosafety. The project was funded by the Global Environment Facility (GEF), implemented by the Food and Agriculture Organization of the United Nations (FAO) and executed by the Sri Lankan government. The methods used by the Evaluation Team included a desk review, targeted questionnaires, focus group discussions, semi-structured interviews, a capacity assessment tool for trainees involved in the project, and field visits. The project was found to be highly relevant to needs and achieved many of its targets. However, sustainability is hampered by the lack of a legal framework and there are significant financial risks after project closure. FAO should host a strategic-level forum with stakeholders to reflect on findings. Further, FAO and the Government of Sri Lanka should develop a new project phase to invest further on capacity building of key stakeholders.

    The project “Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries” (StewardFish) aimed to support the implementation of the Caribbean and North Brazil Shelf Large Marine Ecosystems initiatives in seven countries of the Caribbean (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines) and implemented by five Caribbean regional entities. It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

    The project “Strengthening the adaptive capacity to climate change in the fisheries and aquaculture sector of Chile”, with support from the Global Environment Facility (GEF), sought to reduce the vulnerability and increase the adaptive capacity to climate change in the fisheries and aquaculture sector of Chile. Implemented in four remote coves, the project was geared towards coastal communities through high quality in-person participatory capacity building sessions, raising awareness about topics such as productive diversification, adaptation to climate change, aquaculture and tourism. Despite there being several changes in civil servants and government authorities, as well as certain delays due to the COVID-19 pandemic and civil unrest in the country, the project managed to progress towards the formulated objective, was relevant to the actual situation and suited to the needs of the beneficiaries. Lessons learned were also generated to improve the formulation and management of this type of project in the future. Notably, the evaluation found that climate change adaptation workshops have a high potential for replicability across different geographic settings in the region.

    The project "Mainstreaming conservation and valuation of critically endangered species and ecosystems in development-frontier production landscapes in the regions of Arica y Parinacota and Bibío", executed between 2016 and 2022, aimed to incorporate conservation criteria for four critically endangered species into the management of the main development-frontier production landscapes of the Arica and Parinacota and Biobío regions. The evaluation results highlight the project's high relevance to the Government of Chile by aligning with national environmental priorities. In addition to promoting the development of public policy instruments focused on the knowledge and protection of the Arica hummingbird, Darwin's fox, the huemul, and the queule (strategies, plans, ordinances, monitoring protocols, and educational material), the project made significant efforts in training and raising awareness about the importance of biodiversity among government officials, farmers and the school population. The efforts in implementing good agrosilvopastoral practices on pilot farms are also noteworthy.
