    The FAO programme MedStat developed within the activities of the MedFisis project provides a methodical approach to the challenge being faced by a country which is planning to undertake a National Fishing Fleet Census. The present document is part of a series of documents providing guidance on the implementation of a Fishing Fleet Census. Precisely, it describes the roles and tasks of the National Coordination Team, Supervisors and Field Recorders and provides guidelines on the management of th e fleet survey, including budgeting, team structure, supervision, data quality control and practical aspects in conducting the survey. In addition, it provides detailed instructions on field work preparation, interviewing techniques and information recording practices. Furthermore, the document addresses the importance of the development and management of a dedicated database, in which the data collected is stored and processed, together with the key features and facilities required for statisti cal purposes and data management routines.

    In accordance with FAO and the GFCM mandate, the objective of MedStat is to contribute to the sustainable and responsible fisheries management of fishery resources and fish production in the Mediterranean Sea through the implementation of a long-lasting statistical and information programme which will provide a sound basis for decision making. The whole national statistical system developed within this activity consists of a set of databases and associated statistical data collection and implementation methodologies and procedures that primarily cover the Fishing Vessel Census, Catch and Effort Surveys, and other surveys targeting monitoring and management issues.

    The Sub-regional Workshop on Collection and Organization of Data was carried out in Batroun, Lebanon from 14-17 September 2010. Representatives from Greece, Italy, Turkey, Cyprus, Egypt, Gaza Strip and West Bank and Lebanon as well as from FAO attended the meeting. In the Workshop the national data collection schemes were presented and differences, weaknesses and difficulties were discussed. In particular the data collection schemes of Cyprus, Italy and Greece follow the EU fram ework on data collection requirements, while their surveys are conducted according to the Medits and Medias protocol. In Palestine landings are collected on a census basis and effort on a yearly basis. In Turkey the Fisheries Information System comprises different programmed modules such as National fleet registry, Logbook, Sales notes, Registry of fishermen, and Biological. The catch is collected by the use of the logbooks. In Egypt, the General Authority for Fish Resources De velopment, GAFRD runs a statistical system, which covers all the landing sites for marine and lakes catches and most of the River Nile landing sites. GAFRD collects fisheries data by two methods 1) Whole survey collecting system and 2) Random Sampling System. In Lebanon there is no any collection scheme running. A vessel census, which has been produced by the MedFisis in 2004/2005, has not been updated. An effort is carried out in the North Lebanon by University of Balamand, w hich was stressed to be integrated to the whole country. Experiences from the EC Data Collection Project and GFCM Operational Units framework (Task 1) were presented. Automatic routines are needed for transferring data from national data base to Task 1. The artisanal fishery was considered as the major sector in the area which has difficulties to be monitored and thus the project was asked to take the necessary initiatives.
