Synopsis (short abstract) This document is a technical document of the Food and Agriculture Organization of the United Nations (FAO) for the Fishery Committee for the Eastern Central Atlantic (CECAF) regional fishery advisory body. With financial support from the European Union’s “Improving Fisheries Governance in Western Africa” (PESCAO) programme and inputs from the CECAF Artisanal Fisheries Working Group (AFWG) the report, “Characterization of the marine small-scale fisheries in the Fishery Committee for the Eastern Central Atlantic region” has been prepared. Building on outcomes of the Illuminating Hidden Harvests (IHH) study that examined a total of 71 and 81 fishing units in two successive phases of the IHH study. The AFWG examined the matrix tool that aims to improve the regional understanding of small-scale fisheries in the CECAF region and how this approach can be adjusted to facilitate targeted capacity-building measures for the sector. Overall, in the framework of FAO CECAF and the CECAF AFWG, the resulting analytical work presents a tool to progress regional understanding and the sustainable management of artisanal fisheries in the Eastern Central Atlantic.

    This technical report, prepared by the Artisanal Fisheries Working Group (AFWG) of the Fishery Committee for the Eastern Central Atlantic (CECAF), provides a comprehensive analysis of artisanal fisheries data collection systems in the CECAF region, with a specific focus on Senegal, Mauritania, and Ghana. Established under the FAO in 2000 the AFWG of CECAF aims to improve sustainable fisheries management through enhanced data collection and analysis. The report is structured around three core areas: a review of existing data collection systems, an update on priority variables/indicators, and future prospects for strengthening data collection. It offers a detailed analysis of data systems in three key countries: Mauritania, Senegal, and Ghana. The report reveals a variety of approaches for collecting data on fleet, effort, landings, and post-capture activities. It also acknowledges the existence of spontaneous data-gathering operations, such as studies and framework surveys, which have enriched the data pool on small-scale fishing. Despite these efforts, the report identifies weaknesses and threats in the focus countries’ data systems and proposes improvements. It also highlights the challenges of data heterogeneity across countries, which hampers regional data pooling and harmonization. An updated list of approximately 20 priority variables/indicators has been proposed, based on work from the CECAF and the EAF-Nansen Programme.

    Stepping up resilient and sustainable small-scale fisheries and aquaculture: Policy considerations to sustain the achievements from the IYAFA 2022 celebration in the Western Central Atlantic 2024

    The theme for the IYAFA celebration in WECAFC was ‘Resilience and Recovery,’ with a specific focus on gender and youth. The selection of Resilience and Recovery was significant for this region as it took place during the world’s recovery from the global COVID-19 pandemic. Small-scale fishers and fish farmers across the region were severely affected by the pandemic, impacting their social and economic well-being. Therefore, the chosen themes reflected a regional effort to support the recovery of small- scale fishers and fish farmers by leveraging their collective efforts. The inclusion of gender and youth as cross-cutting themes also recognized the vital roles these groups play in ensuring the sustainability of the region’s fisheries. These main themes were further supported by three subthemes: social resilience, innovation, and intersectoral linkages.

    This document is an independent study to identify different options in support of an improved functioning of the Fishery Committee for the Eastern Central Atlantic (CECAF) including a cost-benefit analysis (CBA). Its focus is on the financial and capacity-building dimensions, since all indications are that CECAF is performing irreplaceable regional fisheries research application and fisheries management functions. However, it is doing this with limited capacity and finance. Ce document est une étude indépendante visant à identifier différentes options à l'appui d'un meilleur fonctionnement du Comité des Pêches de l'Atlantique Centre-Est (COPACE), y compris une analyse coûts-avantages. Elle met l'accent sur les dimensions financières et de renforcement des capacités, puisque tout porte à croire que le COPACE effectue des fonctions irremplaçables d'application régionale de la recherche sur les pêches et la gestion des pêches. Toutefois, elle le fait avec une capacité et des moyens financiers limitées.
