Synopsis (short abstract) The EAF-Nansen Programme has supported partner countries in their efforts to implement sustainable fisheries since 1975. More recently, work besides fisheries has also been dedicated to addressing human-related pressures on marine ecosystems such as oil and gas exploitation activities, recognizing that these may also represent a major threat to fisheries and ecosystem sustainability. Increasing oil and gas exploitation activities in the absence of adequate monitoring programs represent a major source of concern. In this context, the EAF-Nansen Programme, with the R/V Dr. Fridtjof Nansen, supports partner countries with setting baselines as the basis for monitoring systems in support of environmental management in areas where oil and gas activities are being developed. Following up upon request by the Governments of Mauritania and Senegal, a survey was organized between 22 October and 16 November 2021 with the main objective of developing a baseline for future monitoring of possible impacts of oil and gas activities at sea in the region between 17º and 15º south. The sampling scheme was planned to be in line with the Guidelines for Monitoring the Environmental Impact of Offshore Oil and Gas Activities by the OSPAR Convention for the Protection of the Marine Environment of the North-East Atlantic. Preliminary results are already available from bottom habitat mapping and are presented in this policy brief because of their relevance to the ongoing developments in gas exploitation in Mauritania and in Senegal.

    Depuis 1975, le Programme EAF Nansen soutient lespays partenaires dans leurs efforts pour une pêche durable. Plus récemment, outre la pêche, des travaux ont été consacrés à la lutte contre les pressions liées à l’activité humaine sur les écosystèmes marins, notamment les activités d’exploitation pétrolière et gazière, reconnaissant que celles-ci peuvent représenter une menace pour la durabilité des pêches et des écosystèmes. L’augmentation des activités d’exploitation pétrolière et gazière en l’absence de programmes de suivi adéquats représente une source majeure de préoccupation. Dans ce contexte, le Programme EAF-Nansen, avec le N/R Dr. Fridtjof Nansen, aide les pays partenaires à établir des bases de référence pour la mise en place de systèmes de suivi dans les zones où des activités pétrolières et gazières sont en cours de développement. Suite à une demande des Gouvernements de la Mauritanie et du Sénégal, une campagne scientifique a été organisée entre le 22 octobre et le 16 novembre 2021 avec l’objectif principal d’élaborer une base de référence pour le suivi futur des impacts possibles des activités pétrolières et gazières en mer dans la région située entre les 17º et 15º sud. Le plan d’échantillonnage a suivi les «Directives pour la suivi de l’impact environnemental des activités pétrolières et gazières en mer de la Convention OSPAR pour la protection du milieu marin dans l’Atlantique Nord-Est». Des résultats préliminaires sont déjà disponibles sur les habitats benthiques. Ils sont présentés dans cette note en raison de leur pertinence pour les développements en cours dans l’exploitation du gaz en Mauritanie et au Sénégal.

    The EAF-Nansen Programme (2017-2021)
    Supporting the Application of the Ecosystem Approach to Fisheries Management considering Climate Change and Pollution Impacts

    The Norway-funded Nansen Programme has supported developing countries in fisheries research and management for more than 40 years, evolving over time to address key drivers of importance for fisheries management. This makes it one of the longest running fisheries projects in the world (if not the longest). Over the years the programme has developed into a unique mechanism for cooperation, knowledge and manpower exchange in developing regions and particularly in Africa. On 24 March 2017, the programme agreement for the new EAF-Nansen Programme "Supporting the application of the Ecosystem Approach to Fisheries management, considering climate and pollution impacts " was signed in Oslo, Norway, by the Norwegian Agency for Development Cooperation (Norad), the Norwegian Institute for Marine Research (IMR) and the Food and Agriculture Organization of the United Nations (FAO). Fisheries and environmental surveys with the research vessel Dr Fridtjof Nansen have been an important and integral part of the program throughout its lifetime- and a brand new state of the art research vessel has been made available to the new programme. Thanks to the use of the UN flag, the R/V Dr. Fridtjof Nansen could easily move across jurisdictional boundaries and address transboundary issues. As for the EAF-Nansen project, the EAF-Nansen Programme is implemented by FAO in close collaboration with the Institute of Marine Research of Norway, who operates the R/V Dr Fridtjof Nansen and provides scientific services to the Programme.

    An interregional workshop on the management of shared stocks and implementation of an ecosystem approach to fisheries within the framework of the EAF-Nansen Programme was held in Dakar, Senegal from 24 to 26 April 2018. The objective of the workshop was to examine with the representatives of partner institutions and principal initiatives the current situation and related activities pertaining to shared stocks by identifying the needs and opportunities to support the management of fisheries exploiting shared stocks within the framework of the EAF-Nansen Programme. Un atelier interrégional sur la gestion des stocks partagés et la mise en œuvre de l'approche écosystémique des pêches dans le cadre du Programme EAF-Nansen s’est tenu à Dakar, Sénégal du 24 au 26 avril 2018. Les objectifs de l’atelier étaient d’examiner avec les représentants des institutions et principales initiatives partenaires la situation actuelle et les activités connexes relatives aux stocks partagés en identifiant les besoins et d’identifier les opportunités d’appui à la gestion des pêcheries qui exploitent les stocks partagés dans le cadre du Programme EAF-Nansen.
