DocumentMonitoring the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security: A Civil Society Perspective 2012This study is intended to contribute to the effective implementation of the Voluntary Guidelines by exploring ways of monitoring the governance of tenure of land, fisheries and forests and providing a civil society perspective on monitoring in the context of the Guidelines. It provides an overview of existing and commonly used monitoring systems and practices in relation with tenure of land, fisheries and forests by civil society organisations and institutions. In order to do so, it will propose a schematic categorization of monitoring in the context of land, fisheries and forests. It will then present some illustrative examples of civil society monitoring initiatives and identify some characteristics of monitoring carried out by CSOs. Based on this, it will provide some recommendations for monitoring in the context of the Voluntary Guidelines. This particularly refers to issues that should be monitored and the way in which this monitoring should be carried out.

The guide outlines the practical applications of the VGGT – an internationally recognized framework on the responsible governance of tenure – in the context of the design and implementation of LDN initiatives. It offers a flexible multi-pathway approach to support policy and decision-makers and relevant stakeholders in shaping a tailor-made response to commonly encountered land tenure challenges via a range of national plans, legal frameworks, strategies, and action programmes addressing land degradation.

They provide guidance for improving the policy, legal and organizational frameworks that regulate tenure rights; for enhancing the transparency and administration of tenure systems; and for strengthening the capacities and operations of public bodies, private sector enterprises, civil society organizations and people concerned with tenure and its governance. The guidelines place the governance of tenure within the context of national food security, and are intended to contribute to the progressive realization of the right to adequate food, poverty eradication, environmental protection and sustainable social and economic development.
