Synopsis (short abstract) Despite the great political, economic and social heterogeneousness of countries covered by IDAF Programme, the challenges they are faced with in terms of artisanal fisheries development, are almost alike. This document tries to underline both the common aspects and the particularities characteristic of each country. It doesn’t have the pretension to be exhaustive, but rather tries to give a synthetic view of the situation in the artisanal sector in West Africa. Since the accuracy of data is stil l often very relative, the focus will be on trends. This document also tries to show the evolution of economic policies in favour of artisanal fisheries, what seems particularly useful at a time when the economies of the countries of the region are undergoing deep changes. The present document will be updated every year in order to serve as an analysis and reflection tool.

    The Programme for Integrated Development of Artisanal Fisheries in West Africa (IDAF) was initiated in 1983 with the financial assistance of DANIDA (The Kingdom of Denmark) and NORAD (Norway) to help some 20 coastal states from Mauritania to Angola which wish to develop and manage their artisanal fisheries through participatory and integrated approaches. Participatory and integrated approaches constitute a part of the Integrated Strategy for the Development of Small-Scale Fisheries adopted at th e World Conference on Fisheries Management and Development held in Rome in 1984. The adoption of the strategy reflected not just a recognition of the needs of the sector, but of its value in the production of protein food and the provision of employment. Hence, the implementation of the strategy, it was expected would help correct the neglect and misplaced policies by governments and international donor agencies towards the sector. These policies had characteristically favoured the industri al fisheries sector. Unfortunately attempts to industrialize fisheries did not positively contribute to the socio-economic development of the countries. To the contrary, the industrialization policy, which incidentally was not limited to the fisheries sector, resulted in weak growth in productivity, increased national debt, poor export performance, deteriorating social conditions and growing pressure on aquatic resources due to displacement of people from land. In addressing the particular needs of artisanal fisheries using the guiding principles of the Integrated Small-Scale Fisheries Development Strategy, the IDAF Programme works with and collaborates with a number of associated projects, research institutions and the Departments of Fisheries in the region.

    The Sixth Meeting of IDAF Liaison Officers which took place at the International Trypanotolerance Centre (ITC) Banjul, at the kind invitation of the Government of the Gambia from 1 - 2 February 1993, and the Workshop on Fisherfolk Organisations which followed that meeting at the same venue from 3 - 5 February 1993. are in keeping with the Programme's endeavour to continuously seek appropriate strategies to improve its guidance and assistance to fisherfolk communities; through appropriate dialogu e and consultations among actors in the artisanal fisheries sector. In addition to the impressive participation (18 of 20 Liaison Officers), Banjul offered the technicians who were present an opportunity to make a critical, objective and exhaustive analysis of the actions undertaken or planned in the different countries covered by IDAF.The importance of the Banjul meeting is evidenced by the fact that the participants are aware of the fragility of results obtained, which results they promis ed to preserve and reinforce. But Banjul will be remembered in that it is an example of the Team Spirit which must prevail between different actors or participants in the Programme for the welfare of fisherfolks. Liaison Officers are conscious of the need for them to fully play their role of close collaborators of the Programme, animators of group action and actors in the permanent exchange of view points between the different interest groups in the Programme. In keeping with the participator y approach which the Programme promotes, participants designated three representatives (Liaison Officers) to the Working Group charged with elaborating the project document for a possible IDAF phase III.
