    The FAO results framework for 2014-171 guided the planning and monitoring of the Organization’s work in the 2016-17 biennium. At the core of the framework are the indicators that measure progress at each level of the results chain: Outputs, Outcomes and Strategic Objectives. This provided the basis for assessing and reporting how FAO’s actions contribute to changes at national, regional and global level.

    This note sets out the design of FAO’s results framework, shows the alignment of the Strategic Objectives and their programmes to the Sustainable Development Goals, and provides an overview of the Strategic Programmes including context, theory of change, and the related Outcomes and Outputs to be achieved by FAO and Members. FAO’s results framework is based on a ‘results chain’ model which links objectives, outcomes and outputs. The FAO results framework guides the planning and monitoring of the Organization’s work. The framework has been designed from the top down by the design of Outcomes needed to achieve each Strategic Objective, and Outputs to attain each Outcome. The links as they relate to delivery of results are planned and implemented from the bottom up, determined by priorities at national and regional level. At the core of the framework are the indicators that measure progress at each level of the results chain, providing the basis for assessing and reporting how FAO’s actions contribute to changes at national, regional and global level.

    FAO's Strategic Framework, reviewed in 2016-17, provides direction for FAO's technical work and its Strategic Programmes (SPs) to effectively address the priorities in the region and ensure effective delivery of results at country level. The Reviewed Strategic Framework of FAO and its Medium Term Plan 2018-21 and Programme of Work and Budget 2018-19 were approved by the FAO Conference at its 40th Session in July 2017. The Conference appreciated the close alignment of FAO’s Strategic Objectives (SOs) with the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). As supported by the Regional Conference at its 33rd Session, during 2016-17 FAO in the Asia and the Pacific region focused its work on four regional initiatives (RIs): the Regional Initiative on the Zero Hunger Challenge; the Regional Rice Initiative; the Regional Initiative on Blue Growth; and the Regional Initiative on Developing Local Value Chains for Food Security and Nutrition in the Pacific Island Countries. Other programmes and priority areas of work included Food Safety and “One Health”; Making Agriculture, Forestry and Fisheries More Productive and Sustainable in the Context of Change Climate; SDGs, Monitoring and Agricultural Statistics; Gender Equality and Women’s Empowerment; and Migration.
