Synopsis (short abstract) The project objective was to support the implementation of sustainable forest management in Azerbaijan, increase the social and economic benefits gleaned from forests, improve the quality of existing forests, and increase carbon sequestration. The evaluation found that, despite a broad scope, limited timeline and limited resources, the project addressed and secured full achievement of the most strategic parts under two components. In the future, FAO needs to narrow the scope and focus of similar projects and gradually scale up the project activities in similar strategic dimensions. FAO also needs to reconsider the means of validating co-financing contributions from partners based on their actual involvement and monetary contributions to the project and to improve the M&E system through the development of a consolidated results framework with SMART indicators and targets.

This report was originally published as a standalone book. In May 2023, a new series was created and this is the first issue from 2022. In July 2023, this report was moved under the Project Evaluation Series

    The terminal evaluation report for the FAO-GEF 5 project provides a comprehensive analysis and assessment of the project's relevance, effectiveness, efficiency, and sustainability. Drawing upon a wealth of data, including project documents, stakeholder interviews and field visits, this report evaluates the project's objectives against the actual results achieved. It offers a detailed examination of the project results and identifies key strengths and weaknesses, key lessons learned, factors that contributed to realization of project results as well as potential areas for improvement. The participatory forest management project was implemented through a partnership between FAO, the Kenya Forest Service, the Kenyan Wildlife Service, Samburu County Government, Kenya Forestry Research Institute, Community Forest Associations and the Suyian Trust. The evaluation assesses the extent to which the project’s global environmental objective (strengthen biodiversity conservation and enhance carbon sequestration) and development objective (improve livelihoods of communities from dryland forest-based products and services) were realized.

    This report is the result of the Mid-Term Evaluation (MTE) of Project GCP/BRA/079/GEF, “Strengthening National Policy and Knowledge Frameworks in Support of Sustainable Management of Brazil’s Forest” also called the GEF NFI Support Project. In this report it is also referred to as Project BRA 079. The project was signed by the parties in August 2011 and is jointly funded by the Global Environment Facility (GEF) and the Brazilian Government. Implementation of the project is being handled by t he Food and Agriculture Organization of the United Nations (FAO/ONU) and execution is being performed by the Brazilian Forest Service (BFS), a body run by the Ministry of the Environment. The aim of the MTE is to analyse the project’s performance between 2011 and 2014.
