Synopsis (short abstract) Sound coastal area planning and management are key factors influencing the success and sustainability of rehabilitation and reconstruction in areas affected by the 2004 Indian Ocean tsunami. In many places, unsustainable land management practices had degraded lands and vegetation prior to the tsunami and, to “build back better”, improved land and resource management systems are required. The lessons drawn from rehabilitation efforts in countries whose coastal lands were severely affected by the tsunami may also be applied by other countries seeking to improve their coastal area planning and management interventions. FAO organized this workshop – convened in Bangkok, Thailand from 27 to 29 September 2006 – to bring together field practitioners, policy analysts, coastal planners and technical experts from relevant sectors to exchange information on issues of key importance to post-tsunami rehabilitation with an emphasis on multisectoral interventions involving agriculture, fisheries and forestry. The workshop centred on the presentation of country papers for each of the eight Asian tsunami-affected countries, and three overview papers. Discussion groups were held to identify common issues among countries, share experiences, and identify actions that could be taken at various levels to support improved coastal area management. These proceedings document the efforts of the participants and the final outcomes of the meeting and constitute a valuable resource for those engaged in t he tsunami rehabilitation efforts and other similar activities.

    The Regional Workshop convened by M S Swaminathan Research Foundation in collaboration with the Bay of Bengal Programme of FAO (BOBP) is designed to address these issues and to develop an action plan for saving the remaining coral reefs in the SAARC region. Since its establishment in 1989, M S S R F has given priority attention to the conservation and sustainable use of Coastal Mangrove ecosystems. In many areas, Mangroves, sea grass meadows and coral reefs constitute an integrated ecosystem. Th e Gulf of Mannar Biosphere Reserve represents one such integrated ecosystem. Currently, a detailed action plan is being prepared with assistance from the Global Environment Facility (GEF) and the UN Development Programme (UNDP) for preserving for posterity the biological wealth of the Gulf of Mannar region.

    In an instant the 26 December 2004 tsunami devastated the lives of millions living in the coastal communities of the affected countries. FAO has taken on the task, together with other international and national organizations, in fielding experts to assess the damage and identify critical needs. In the process it has become evident that many organizations are working without the benefit of exchanging information and lessons learned, collaborating fully or coordinating effectively. To help remedy these gaps, FAO organized the above workshop in Bangkok, Thailand from 7 to 8 March 2005 to enhance rehabilitation efforts in the tsunami-affected areas through better coordination of national, regional and international agencies involved in forest rehabilitation and management of the affected areas. The report includes an outline of the critical issues identified, a common vision and principles that should guide forest related rehabilitation and reconstruction efforts, recommendations for stren gthening coordination efforts in the region and summaries of the technical presentations and discussions.

    Regional workshop on the rehabilitation of fisheries and aquaculture in coastal communities of tsunami affected countries in Asia 2005

    This is the final report of the Regional Workshop on Rehabilitation of Fisheries and Aquaculture in Coastal Communities of Tsunami Affected Countries in Asia held in Bangkok, Thailand from 28 February to 1 March 2005. It was organized by CONSRN – a consortium of regional fisheries/aquaculture bodies formed in the aftermath of the 26 December 2004 tsunami to restore the shattered livelihoods of communities in tsunami affected countries. The objectives of the workshop were to build an agreed strat egic framework and draft programme based on country inputs and advice from non-governmental organizations and donors. The meeting was attended by 53 participants from six of the tsunami affected countries (India, Indonesia, Malaysia, Myanmar, Sri Lanka and Thailand), CONSRN participants, donor agencies and non-governmental organizations. Major topics discussed were: introduction to the workshop and regional strategic framework; country priorities for rehabilitation; vision and guiding principles for rehabilitation activities; rehabilitation strategies; aligning donors/agencies/countries to strategies and recommendations.
