Synopsis (short abstract) This brief presents the “Manila Call for Action” adopted at a regional technical seminar on the promotion of safety, decent working conditions and the fight on Illegal, Unreported and Unregulated (IUU) fishing. The seminar brought together more than 60 experts from the South Asia region. The meeting was jointly organized by FAO and the Apostleship of the Sea, the International Transport Workers’ Federation, COMPASS with the participation of the International Labour Organization (ILO) and the International Maritime Organization (IMO). The meeting had the objective to present the main international instrument in relation to IUU fighting, promotion of safety vessels and decent working and living conditions and discuss how to create synergies in the enforcement of such instruments.

The brochure presents the outcomes of the regional technical seminar on safety, working conditions and IUU fishing for the West Central Gulf of Guinea. The meeting was organized by the FAO, the Apostleship of the Sea and the Fisheries Committee for the West Central Gulf of Guinea (FCWC), in October 2019 in Accra, Ghana. The objectives of the seminar were to identify and discuss measures and actions to increase awareness on the protection of human rights in the fishing sector along with the main international legal frameworks covering the issue; promote increased cooperation among responsible international agencies like FAO, IMO, ILO and UNODC and related regional and national authorities; increase political commitment and the development of regional/national actions and measures to fight labour abuses and IUU fishing in the fishing sector; and identify possible ways of inter‐agency collaboration and future actions by concerned stakeholders. Participants were experts from the West Central Gulf of Guinea region (Côte d’Ivoire, Ghana, Togo, Benin, Nigeria) on matters of fisheries, labour, safety, human trafficking, human rights and small-scale fisheries. In total 45 specialists from faith-based organizations, trade unions, government agencies and international organizations (ILO, IMO, UNODC) participated in the meeting and adopted the Accra Call for Action.

This brief presents the outcomes of the second regional technical seminar on safety, working conditions and IUU fishing for the South West Indian Ocean region, held in May 2019. The meeting was organized by the FAO and Apostleship of the Sea, in collaboration with ILO, IMO, and The Pew Charitable Trusts with the participation of UNODC. The objectives of the seminar were to identify and discuss measures and actions to: Increase awareness on the protection of human rights in the fishing sector along with the main international legal frameworks covering the issue; Promote increased cooperation among responsible international agencies like FAO, IMO, ILO and UNODC and related regional and national authorities; Increase political commitment and the development of regional/national actions and measures to fight labour abuses and IUU fishing in the fishing sector; and Identify possible ways of inter‐agency collaboration and future actions by concerned stakeholders. Participants were experts from the Indian Ocean Tuna Commission (IOTC) region (Kenya, Madagascar, Mauritius, Mozambique, Réunion (France), Seychelles, Somalia, South Africa, Tanzania, Zanzibar) on matters of fisheries, labour, safety, human trafficking, human rights and small-scale fisheries. In total 38 specialists from faith-based organizations, trade unions, national human rights institutions, government agencies and international organizations participated in the meeting and adopted the following Call for Action, dubbed Mahé Call for Action.

The marine fisheries sector in Bangladesh, India, Maldives, and Sri Lanka, the member countries of the Bay of Bengal Programme Inter-Governmental Organisation (BOBP-IGO), plays a pivotal role in advancing their economies and providing livelihoods for millions of fishers. However, the sector also grapples with numerous challenges, including occupational safety conditions and insufficient social protection for fishers. To tackle these issues, the BOBP-IGO, in collaboration with the Food and Agriculture Organization of the United Nations (FAO), has developed the Plan of action for enhanced safety, decent work and social protection in the fisheries sector of the Bay of Bengal Programme region (BOBSAFE). This plan addresses the safety of vessels and equipment, underscoring the importance of standard designs and construction plans for fishing vessels. It advocates for vessel registration and licensing; inspection of vessel yards to ensure adherence to safety standards; adoption of international codes and guidelines for fishing vessel safety; provision of decent working conditions and social protection to fishers; formalizing labour contracts; and enhancing search and rescue capabilities. This Plan of action aligns with SDG 1.3 (implementing social protection systems for all), SDG 8 (promoting decent work and economic growth), SDG 5 (achieving gender equality), and SDG 14 (conserving and sustainably using the oceans).
