Conflict, political instability and insecurity have fuelled the protracted crisis in Libya, impacting individuals and families as well as the country’s economy and institutions. Resulting waves of displacement have further affected households’ ability to withstand additional shocks, while diminished purchasing power and disrupted markets have made resilience and recovery increasingly difficult. Increased engagement in agriculture can play a vital role in supporting resilience, allowing households to better adapt to future shocks. In 2019, FAO requires USD 3 million to assist 298 000 people.

Continued conflict, the blockade of the oil sector for most of 2020, and the coronavirus disease 2019 pandemic have further debilitated the already weak economic situation in Libya. FAO is requesting USD 2.65 million to assist 12 300 people to support household food security, protect their livelihoods, and restore agricultural productivity, which is crucial to longer-term food security and sustainability, and building communal and national resilience against future shocks.

Libya’s ongoing protracted crisis is driven by political instability and economic volatility. Spikes in conflict and ongoing insecurity have led to significant social and economic consequences and high levels of displacement that disrupt markets, limit purchasing power, and undermine resilience and food security. The Libya Humanitarian Response Plan 2020 stresses the need for urgent and continued investment in the agricultural sector to enable households to reduce crisis coping strategies and better adapt to current and future shocks.
