The devastation wrought by over 20 years of civil strife remains the most significant characteristic of the Angolan situation. Despite the initiation of a peace process in late 1994, recovery of the shattered infrastructure, the marketing network, the rural support structures and the production systems has scarcely begun. Food production is essentially based on hand cultivation/subsistence farming methods with concomitant constraints on expansion in area and increase in yield. The resulting grai n harvests fall far short of the country’s requirements and the deficit is generally met through commercial imports and international relief assistance. -

In May 1998, FAO issued a Special Alert on the grave food supply difficulties in southern Sudan, particularly in Bahr el Ghazal, as a result of a succession of drought-reduced food production coupled with an intensification of the long-running civil strife. Later in the year heavy rains and flooding displaced a large number of households and damaged crops in the central and eastern parts of the country. These events prompted the fielding of an FAO Mission to southern Sudan in October and a joint FAO/WFP Crop and Food Supply Assessment Mission to all the production areas in northern Sudan from 15 November to 3 December 1998 to estimate cereal production and food supply and assess food aid needs from the current harvest of mainly sorghum and millet and to make an early forecast of wheat production in the first quarter of 1999. Based on these estimates of production and carryover stocks, the Mission assessed the 1998/99 cereal status including export potential, import requirements a nd food aid needs. -

This year’s FAO/WFP Crop and Food Supply Assessment Mission was divided into two parts. The first (a joint WFP/Disaster Prevention and Preparedness Commission (DPPC) team) conducted its food needs assessment over a period of one month ending at mid-November 1998. Its objective was to assess food aid requirements for 1999, based on extensive field analysis at woreda (district) level. The second part of the overall mission, conducted by an FAO team assisted by national consultants and MOA officers , was responsible for preparing quantitative estimates of cereal and pulse production from the 1998 meher crop. These crop estimates were combined with the food aid needs assessment to identify the location of deficit and surplus areas, and to provide information on the feasibility of local food purchases. The team collected information between 14 November and 5 December 1998. The food aid needs assessment team visited 100 woredas using 12 groups with separate itineraries. Staff of WFP, DP PC and MOA, together with representatives of some donors and NGOs, conducted the field work. The information was collated by WFP, Addis Ababa, and agreed with DPPC prior to the finalization of the Mission estimates.
