Synopsis (short abstract) Attending the Eighth session were delegates from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Somalia, South Africa and the United Republic of Tanzania. Representatives of the Commission de l’océan Indien (COI), the European Union (EU), Japan, the Marine Stewardship Council (MSC), the World Bank (WB) and the Worldwide Fund for Nature (WWF) also attended the session as observers. The Commission noted the work since the seventh session with satisfaction, considered the report of the Scientific Committee and its recommendations, noted the positive outcomes of the Working Party on Collaboration and Cooperation in Tuna Fisheries, revised the SWIOFC Rules of Procedure, raised matters relating to the establishment of a SADC Regional Monitoring, Control and Surveillance centre in Maputo, discussed the inclusion of the regional component of the South West Indian Ocean Fisheries Governance and Growth project (SWIOFISH1) within the SWIOFC Secretariat, established a Steering Committee for the project, and approved SWIOFCs work programme. Maldives was elected to the Bureau at the last Session and was elected to take chair for the Ninth session. South Africa was elected to the Bureau and offered to host the tenth Session of the Commission. The Bureau after the Eight Session will be composed of Maldives (Chair), Madagascar and South Africa (Vice-Chairs). Ont participé à cette huitième session des délégués des Comores, de la France, du Kenya, de Madagascar, des Maldives, de Maurice, du Mozambique, des Seychelles, de la Somalie et de la République-Unie de Tanzanie. Des représentants de la Commission de l’océan Indien (COI), de l’Union Européenne (UE), du Japon, de Marine Stewardship Council (MSC), de l’PNUE, de la Banque mondiale (BM) et du Fonds mondial pour la nature (WWF) ont également assisté à la session en tant qu’observateurs. La Commission a noté les travaux réalisés depuis la sixième session avec satisfaction, a examiné le rapport du Comité scientifique et ses recommandations, a noté les résultats positifs du Groupe de travail sur la collaboration et la coopération dans le domaine de pêche thonière, a révisée les Règles de procédure de la CPSOOI, a soulevé des questions relatives à la mise en place d'une centre régionale de contrôle et de surveillance de la SADC à Maputo, a discuté de l'inclusion de la composante régionale du Projet de gouvernance et de croissance partagée de la pêche dans le sud-ouest de l’océan Indien (SWIOFish1) au sein du Secrétariat CPSOOI, a créé un Comité de pilotage pour le projet, et a approuvé le programme de travail de la CPSOOI. Maldives a été élue au Bureau lors de la dernière session et a été élu pour prendre la présidence de la Session 9. L’Afrique du sud a été élue au Bureau et a offert d’accueillir la dixième session de la Commission. Après la huitième session, le Bureau, sera composé de Maldives (président), Madagascar et de l’Afrique du sud (vice-présidents).

    This document is the final report of the Second Intergovernmental Consultation on the Establishment of a Southwest Indian Ocean Fisheries Commission, which was held in Antananarivo, Madagascar, from 25 to 28 September 2001. A draft agreement for the establishment of a regional fisheries body in the Southwest Indian Ocean was reviewed. The Consultation was attended by delegates from Australia, China, Comoros, European Community, France, the Islamic Republic of Iran, Japan, Kenya, Madagascar, Maur itius, Mozambique, Namibia, New Zealand, Seychelles, South Africa, the United Republic of Tanzania and the United Kingdom. Representatives of the Indian Ocean Commission (IOC), the Norwegian Agency for International Development (NORAD) and the Russian Federation were observers to the Consultation. The Consultation visited most of the articles of the agreement and considered numerous proposals. Three substantive issues need to be resolved for progress: accommodating all interests within an agree ment or agreements on high seas fisheries and straddling stocks; a framework for cooperation in the sustainable development of fisheries under the jurisdiction of coastal developing states; the role of FAO in the future Agreement.

    The first session of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, European Community, France, Kenya, the Republic of Maldives, Mauritius, Mozambique, Seychelles, Somalia, South Africa and the United Republic of Tanzania. Representatives of the Agulhas Somali Large Marine Ecosystem, the Indian Ocean Commission, the World Conservation Union, the Republic of Korea, the Southern African Development Community, the Swedish International Development Cooperati on Agency, the South West Indian Ocean Fisheries Project, the United Nations Development Programme in Somalia, the Regional Seas Programme of the United Nations Environment Programme also attended the session as observers. The Commission adopted its Rules of Procedure and established a Scientific Committee. It examined outcomes of the Committee on Fisheries and the fourth meeting of Regional Fisheries Bodies Secretariats held in Rome in March 2005. It also reviewed fisheries management in the so uthwest Indian Ocean, discussed collaboration with other regional organizations and programmes, established a programme of work, and elected members of a Bureau to steer the Commission until the next session which will take place in Mozambique in August 2006.
