    This brief identifies some of the areas that governments may want to strengthen to build more resilient food supply chains and illustrates how appropriate regulatory frameworks can contribute to ensuring food security and economic development. As such, it contributes to FAO’s Strategic Objectives on enabling inclusive and efficient agricultural and food systems (SO4) and increasing the resilience of livelihoods to disasters (SO5). Further, this brief follows FAO's Legal Office's objective of undertaking research and studies on important and relevant legal topics and provides national governments with expert analysis on the impact of the current emergency on food supply chains and the effective regulatory measures to counter them and build resilience.

    This paper reviews competition issues in agro-food value chains, including forms of governance and organization, concentration and market power and private standards implications. The paper discusses different value chains in food and agriculture and analyses how services and technologies are embedded in the final value and assesses the share of the different value chain segments. It analyses the nature of competition along the value chain and the interactions of participants; how market power can generate rents and alter welfare distribution along the chain; market structure considerations including examples of bargaining power, contractual arrangements and other manifestations of market power, including examples on the role of private standards and related welfare effects.

    In this note several issues about competition in food and agricultural markets and how likely it will impact on food security outcomes are discussed. Specifically: (i) the range of concerns associated with competition in food and agricultural markets and how they may apply in developing countries; (ii) evidence on how substantive the losses due to lack of competition may be and how competition may impact on the effectiveness of other government policies that may be focused on food security issu es; and (iii) how competition and market structure may specifically impact on price-related food security metrics associated with price shocks and price volatility. It concludes with summarizing the key concerns and the insights from recent research.
