Synopsis (short abstract) For most Pacific Small Island Developing States (SIDS), sustainable use of the transboundary oceanic fish stocks of the Pacific Islands region is the most important potential contributor to their sustainable development. Indeed, for some SIDS, sustainable fisheries for these stocks may provide virtually the only prospect for the levels of sustainable development to which they aspire. These include transboundary and globally important food stocks, and the fisheries for them affect the globally important stocks of other non-target species in these waters, especially sharks, seabirds and turtles. Building on the successes achieved during the first phase of the Global Environment Facility (GEF)-funded project, the current project aimed to support 14 Pacific SIDS (Cook Islands, the Federated States of Micronesia, Fiji, Kiribati, the Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) in meeting their obligations to implement and effectively enforce global, regional and subregionalarrangements for the conservation and management of transboundary oceanic fisheries, thereby increasing sustainable benefits derived from these fisheries.

    This outlook study focuses on the Pacific Small Island Developing States (SIDS), comprising 14 countries in the Pacific region – Fiji, Papua New Guinea, Solomon Islands, and Vanuatu (Melanesia); the Federated States of Micronesia, Kiribati, the Marshall Islands, Nauru, and Palau (Micronesia); and the Cook Islands, Niue, Samoa, Tonga, and Tuvalu (Polynesia). It examines the future prospects for forests and trees in the Pacific, providing insights into potential pathways of change and options for achieving the Sustainable Development Goals (SDGs). The study was prepared by FAO in response to a request from the Pacific Ministers of Agriculture and Forestry and incorporates information from country outlook papers, thematic studies, and various published and unpublished sources.

    The Eighth Round Table Meeting (8th RTM) for Pacific Island Countries on WTO Agreement Provisions was held at the Portland Hotel of Thorndon, Wellington, New Zealand from 11 - 14 July 2005. The meeting was attended by participants from the Cook Islands, Fiji Islands, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. Resource persons and speakers for the meeting were provided by the Food and Agriculture Organization of the United Nations (FAO), the Forum Fisheries Agency (FFA), the Government of New Zealand, the International Fund for Agriculture Development (IFAD), the Pacific Islands Forum Secretariat (PIFS), the Auckland-based Pacific Islands Trade and Investment Commission (PITIC) and the Secretariat of the Pacific Community (SPC). The full list of participants and resource persons is attached as Annex 1. The Seventh Roundtable Meeting for Pacific Island Countries on the Implications of the World Trade Organization (WTO) Multilatera l Trading System on the Agriculture Sector was convened at the Terrace Conference, St John Building, 114 The Terrace in Wellington, New Zealand, from 1-7 July 2004. Senior Officials from the following countries attended: Cook Islands, Fiji, Kiribati, Niue, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. Resource persons and observers from New Zealand, FAO, Commonwealth Secretariat, International Fund for Agriculture Development (IFAD), Pacif ic Islands Forum Secretariat (PIFS), the Secretariat of the Pacific Community (SPC) and the Technical Center for Agricultural and Rural Cooperation (CTA) also attended the meeting. A list of participants is attached as Annex A.

    FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholde rs can use when developing their own policies and actions. Regional Consultations on the proposed Voluntary Guidelines are an important part of the process. They bring together regional representative, multidisciplinary groups to assess regional priorities and issues that should be considered when the Voluntary Guidelines are an important part of the process. They bring together regionally representative, multidisciplinary groups to assess regional priorities and issues that should be considered when the Voluntary Guidelines are drafted. The regional consultation for the Pacific Islands was hosted by the Government of Samoa, and was opened by Mr Taulealeausumai Laavasa Malua, Chief Executive Officer, Ministry of Natural Resources and Environment, Samoa. The consultation was co-organized by the University of South Pacific, the Secretariat of the Pacific Community, and the FAO Subregional Office for the Pacific Islands. It was attended by 43 people, from 12 Pacific countries, who combine d their broad range of expertise to identify the issues contained in the assessment for the Pacific Region. Participants were drawn from the public sector, civil society, private sector and academia, and came from Australia, Cook Islands, Fiji, Kiribati, Nauru, New Zealand, Palau, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. In addition, people from the Federated States of Micronesia, Niue and Papua New Guinea were invited but were unable to attend.
