Synopsis (short abstract) The Emergency Centre for Transboundary Animal Disease Operations (ECTAD) is the Food and Agriculture Organization of the United Nations (FAO) corporate centre for responding to the threat of transboundary animal health crises through the planning and delivery of veterinary assistance to FAO Member Countries.ECTAD was set up in 2004 to complement the Emergency Prevention System for Transboundary Animal and Plant Pests and Diseases (EMPRES) and strengthen FAO’s capacity to respond to the H ighly Pathogenic Avian Influenza (HPAI) crisis in a coordinated manner. In line with the One World, One Health framework, the scope of ECTAD now goes well beyond HPAI to include all major transboundary animal diseases and evolving disease situations with probable consequences for animal and human health.ECTAD, a combined effort of FAO’s Animal Production and Health Division and Emergency Operations and Rehabilitation Division, unites FAO’s wealth of technical expertise and operational ca pacity within a holistic approach to animal health.

    Vaccination can play a valuable role in control, prevention and elimination of highly pathogenicity avian influenza (HPAI) viruses in poultry. However, risk of adverse consequences as well as concerns about availability of sufficient resources to conduct vaccination programmes often restrain countries from embarking on vaccination. This document discusses concerns regarding poultry vaccination for H5 HPAI, with the aim to facilitate decision making in affected countries or those at risk of H5 HP AI incursion. The document contributes to FAO’s Strategic Objective 5 by helping to increase the resilience of livelihoods to threats from HPAI.

    Biosecurity for Highly Pathogenic Avian Influenza

    Highly pathogenic avian influenza, like any disease spread primarily through human activities, is susceptible to biosecurity control measures along the production and marketing chain. It is this that makes biosecurity such an important tool for the control and eradication of H5N1 HPAI. And, because it is human-mediated, the focus must be on changing the behaviours of people in such a way that the risk of disease transmission is decreased. There is no technical barrier to biosecurity in theory, but its successful application requires understanding of the structure and problems of the poultry sector. Biosecurity for Highly Pathogenic Avian Influenza: Issues and options aims to set biosecurity in the context of the field situation and to propose options for its improvement.
