Synopsis (short abstract) The thirtieth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 9 to 13 July 2012. The Committee reviewed the issues of an international character and the FAO programme in fisheries and aquaculture, and their implementation. The Committee, while stressing the high value of the State of World Fisheries and Aquaculture as a flagship publication, recommended that FAO should provide more support to countries in data collection and quality control, as well as consider a si mpler classification of stock status. The Committee expressed strong support for the standards and norms of the Code of Conduct for Responsible Fisheries and its related instruments and agreed on further effort to facilitate their accessibility and more effective implementation. The Committee agreed on the development of best practice guidelines for traceability. The Committee reiterated its support to FAOâ€™s collaboration with the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the World Trade Organization. The Committee reiterated the request for additional assistance for aquaculture development in Africa and Small Island Developing States. The Committee requested FAO to develop a conformity assessment framework for aquaculture certification guidelines as well as a draft strategy paper including a long-term strategic plan for the Sub-Committee on Aquaculture and emphasized the specific needs for future work. The Committee urged FAO to reinforce it s emphasis on fish as food, ensure that these aspects were not lost in the global and regional frameworks for ocean conservation and management, and assert its leading role in fisheries and aquaculture in ocean governance. The Committee requested FAO to address the issue of hydrocarbon deposits in the oceans and assess possible threats arising from their development. The Committee called for continuous consultation with all stakeholders in the development of the International Guidelines for Secu ring Sustainable Small-Scale Fisheries and agreed on the need to develop implementation strategies for the Guidelines. The Committee agreed that illegal, unreported and unregulated fishing continues to be a persistent and pressing problem adversely impacting on sustainable fisheries and food security. The Committee endorsed the terms of reference for the Ad hoc Working Group for the 2009 FAO Agreement on Port State Measures. The Committee requested to convene the second resumed session of the te chnical consultation on the draft Criteria for Flag State Performance. The Committee reiterated its support for the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels. The Committee agreed that FAO should focus on challenges relevant to its core mandate and must join efforts with partners in better coordination and urged FAO to ensure that fisheries and aquaculture priorities were reflected under the Strategic Objectives. The Committee adopted the revised Rules o f Procedure and endorsed the related changes in current practice. The Committee also approved the Multiyear Programme of Work (MYPOW) 2012–2015.

The eighth session of the Sub-Committee on Aquaculture of the FAO Committee on Fisheries (COFI) was held in Brasilia, Brazil from 5–9 October 2015, at the kind invitation of the Government of the Federative Republic of Brazil. It was attended by forty-nine Members of FAO, by representatives from one specialized agency of the United Nations and by observers from three intergovernmental and five international non-governmental organizations.

The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twentieth session in Tangiers, Morocco, from 26 to 29 June 2018. The session was attended by delegates from 14 Mediterranean contracting parties, seven observers, representatives of the FAO regional projects, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2017–2018 intersession, including within its four subregional subsidiary bodies (Subregional Committee for the Adriatic Sea, Subregional Committee for the Central Mediterranean, Subregional Committee for the Eastern Mediterranean and Subregional Committee for the Western Mediterranean) which all met during the intersession. In relation to the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries, the Committee welcomed the progress in multiple priority activities as well as cooperation with partners. Issues in relation to fishery data quality, data collection needs and methodologies, estimation and quantification of illegal, unreported and unregulated fishing and formulation of advice on the status of fisheries were discussed. Recalling the need to improve knowledge on small-scale fisheries in the the Mediterranean and the Black Sea, the work underway to test a characterization matrix as well as the forthcoming Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and Black Sea were tackled. Furthermore, the Committee formulated advice on the following aspects: i) overall status of Mediterranean stocks; ii) management of European eel; iii) management of deep-sea fisheries and identification of VMEs and iv) roadmap towards a network of essential fish habitats. In line with the subregional approach and based on the conclusions of the four subregional committees, the SAC also provided specific advice for each subregion. In particular, attention was paid to: i) blackspot seabream in the western Mediterranean; ii) demersal fisheries in the Strait of Sicily; iii) small pelagic fisheries in the Adriatic Sea; iv) demersal fisheries in the Adriatic Sea, including the monitoring of the Jabuka/Pomo Pit fisheries restricted area; and v) deep-water red shrimps in the central and eastern Mediterranean. In addition, the Committee also endorsed un updated table of priority species by subregion. Finally, the Committee agreed upon its work plan for 2018–2020 and elected its new Bureau.

The Committee on Fisheries established the Sub-Committee on Fish Trade to serve as a multilateral framework for consultations on international trade in fishery products. The sixteenth session of the Sub-Committee was held in Busan, Republic of Korea, from 4 to 8 September 2017. The Sub-Committee took note of recent developments concerning international trade in fishery products. It also considered specific issues related to international trade and sustainable fisheries development, including: - reduction of fish food loss and waste; - Voluntary Guidelines for Catch Documentation Schemes (CDS); - update on activities related to food quality, safety and market access; - fish trade and the Convention on international trade in endangered species of wild fauna and flora (CITES); and - monitoring the implementation of article 11 of the Code of Conduct for Responsible Fisheries (CCRF). The Sub-Committee for the first time also addressed the following topics: - social sustainability in fisheri es value chains and the link to trade; - the impact of Marine Protected Areas (MPAs) on livelihoods, trade, food fish supply and consumption; and - the impact of climate change on future fish supply, trade and consumption.
