    This study discusses commodity exchanges in the European and Central Asian (ECA) region as a tool for risk management. There are well over two-hundred entities active in the region that call themselves “commodity exchange” (and many more registered commodity exchanges that are no longer active) but most exchanges would not be recognized as such by people familiar with commodity exchanges as they exist in Europe and the Americas. Exchanges resemble wholesale markets or merely act as a mechanism f or registering commodity transactions for taxation purposes. This study does not aim to provide a comprehensive overview of all such exchanges but rather focuses on exchanges that provide explicit risk management tools and discusses how the offer of risk management tools (particularly for agriculture) by such exchanges can be improved.

    The report assesses the occurrence and impacts of drought, the current policies underlying drought management as well as the mitigation measures and responses adopted in Central Asia and Turkey, with a focus on Agriculture Sector. It is part of a series of similar studies carried out in different regions and countries of the world, with the objective of shedding light on drought effects, sensitizing policy-makers for the much needed paradigm shift to pro-active drought management planning and pr oviding guidance for the development of such policies. The studies are carried out by FAO, in collaboration with the Water for Food Institute, University of Nebraska-Lincoln, USA, as a direct contribution to FAO's Strategic Objective "Increasing the resilience of livelihoods to threats and crises".

    Improving social protection for rural populations in Europe and Central Asia

    FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.

    A multi-criteria assessment framework for national drought planning 2022

    The increasingly frequent and severe droughts prompted the global community to adopt more proactive and integrated approaches to reduce or neutralize the impacts. The paradigm shift called for an improved planning mechanism that puts emphasis on strengthening preparedness. In support of this process, the Drought Initiative, called by the Conference of Parties (COP) of the United Nations Convention to Combat Desertification (UNCCD), rolled out its programme on drought planning at national level. Showing the strong interest, 70 countries have already joined the programme to prepare their national drought plan. The development of a multi-criteria assessment for the review of the plans is a necessary step to enable the implementation. This publication contributes to this overall goal from multiple objectives, including the presentation of a replicable framework to conduct regular reviews, the analysis of the submitted plans to identify the potential for further enhancements, the provision of recommendations on the options of enhancements, and the demonstration of case studies with successful planning methods to facilitate the global knowledge-sharing.
