Synopsis (short abstract) Metropolitan Tirana has experienced a drastic demographic change caused primarily by internal migratory flows. The demographic growth in Tirana has led to urban expansion and loss of productive land to the point that the regional food balance is now negative. An analysis of poverty distribution shows that urban areas have lower poverty levels and higher consumption rates per capita than rural areas. Tirana also has the highest socio-economic inequality rate: poverty levels average around 18 percent of the city population, vary considerably and are higher in the suburban mini-municipalities. The poor in Tirana are food-insecure. In 2005 the population of Tirana consumed 215 151 tonnes of food and is expected to consume 282 783 tonnes by 2016. The population is expected to reach 528 750 by 2016.

    The Tenth Session of the Information System for the Promotion of Aquaculture in the Mediterranean (SIPAM) of the General Fisheries Commission for the Mediterranean (GFCM) Committee on Aquaculture (CAQ) was held in Tirana, Albania from 15 to 16 December 2008. The Meeting was attended by the National Coordinators from Albania, Cyprus, Egypt, Italy and Turkey, the Coordinator of the CAQ Working Group on Marketing on Aquaculture (WGMA), the Regional Coordinator of SIPAM and Chairperson of GFCM, and the Officers from GFCM Secretariat and from FIMA.

    The sixth session of the General Fisheries Commission for the Mediterranean (GFCM) Committee on Aquaculture (CAQ) was held in Tirana, Albania, from 17 to 19 December 2008. The session was attended by delegates from eleven Members of the Commission and by the observer from the International Union for the Conservation of Nature (IUCN). The Committee reviewed the status and trends of the Mediterranean aquaculture as well as the intersessional activities undertaken also by its Working Groups respect ively on Marketing of Aquaculture (WGMA), on Siting and Carrying Capacity (WGSC), on Aquaculture Sustainability (WGSA), as well as the progress achieved in relation to the Information System for the Promotion of Aquaculture in the Mediterranean Countries (SIPAM). The CAQ discussed on the main problems faced by the Mediterranean aquaculture market and agreed on the need to harmonize and to implement the procedures for site selection and site management of Mediterranean aquaculture, for Environmen tal Impact Assessment and Environmental Monitoring Programmes (EMP). The Committee confirmed that the sustainability of aquaculture depends on four key dimensions being the economic, social, environmental and governance dimension. The CAQ noted that identification of sustainable aquaculture indicators and reference points should be understandable for all stakeholders and easily quantifiable. It formulated aquaculture management advice aimed to establish a regional data collection scheme for aqua culture data and information and agreed on the preliminary set of data to be collected. It agreed upon its workplan for 2009.

    The thirteenth session of the Compliance Committee (CoC) of the General Fisheries Commission for the Mediterranean (GFCM), held on 19 July 2019 in Tirana, Albania, examined aprogress made in the implementation of intersessional activities and discussed potential cases of non-compliance with GFCM recommendations, including the lack of submission of data and information to the GFCM Secretariat. Some proposals for potential new decisions to be presented to the Commission were addressed. The Committee also endorsed the revised Compendium of GFCM decisions and adopted its programme of work for the next intersession. La treizième session du Comité d’application de la Commission générale des pêches pour la Méditerranée (CGPM) tenue le 19 juillet 2019 à Tirana (Albanie) a examiné les progrès accomplis dans la mise en œuvre des activités intersessions ainsi que les cas potentiels de non-application des recommandations de la CGPM, y compris la non-présentation de données et d’informations au Secrétariat de la CGPM. Certaines propositions de nouvelles décisions à présenter à la Commission ont été examinées. Le Comité a également approuvé la version révisée du recueil des décisions de la CGPM et a adopté son programme de travail pour la prochaine période intersessions.
