Synopsis (short abstract) The present report commences by presenting a study carried out by FAO on the risks associated with processes of decentralization. An account is then provided of the valuable knowledge-base and experience which FAO has built up, which places it in a position to propose appropriate ways of responding to such risks. Identification of the latter and of FAO's valuable advantages makes it possible, finally, to put forward a decentralization model based on a methodology of regionalization and different iation and three associated policies: information, training and organization.

    According to World Bank estimates, South Asia is home to 40 percent of the 1.3 billion poor people in the world. A number of targeted programmes for achieving sustainable rural livelihoods have been implemented in the region. The programmes undertaken so far have demonstrated that decentralization of power and capacity building of institutions and individuals contribute greatly to the effective utilization of funds allocated to rural development. This subregional workshop, held in Kathmandu, Nep al from 24 to 26 February 2004, brought together senior policy-makers, NGOs and donor agencies from South Asian countries to share national experiences, strengthen strategic partnerships and formulate recommendations for decentralization in support of sustainable agriculture and rural development in the region.

    This volume is intended to support land administrators who are involved with the design and implementation of rural property tax systems. It is based on FAO’s Land Tenure Studies Number 5, which focused on rural property tax in Central and Eastern Europe. The response to that guide showed a need for information on rural property tax systems to be more easily available in other regions. In addition, this volume places a rural property tax more explicitly in the context of decentra lization. This book, like others in the series, does not seek to be exhaustive but rather reflects what FAO and its many collaborators have discovered are 'good practices'.
