Synopsis (short abstract) This is St. Kitts and Nevis’ National Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (NPOA−IUU). The Plan has been developed in accordance with the FAO International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, adopted by the Food and Agriculture Organization of the United Nations in 2001. Protection of the coastal and marine ecosystem is a priority for St. Kitts and Nevis. The fisheries sector plays a key role in the sustainable management of the marine resources and conservation of threatened aquatic species, while supplying essential food, nutrition, employment, income and export earnings to the population of the country and to tourists. All fishing activities that degrade the marine environment and threaten the health of fish stocks in the Exclusive Economic Zone (EEZ) of St. Kitts and Nevis and the wider Caribbean region are also a threat to the health and livelihoods of the people in St. Ki tts and Nevis, and to the supply of fish, lobster and conch to other markets.

    The Maldives NPOA-IUU identifies action points to reduce the negative social, economic, and environmental impacts of IUU fishing in the Maldives, and of Maldivian vessels operating outside of Maldives’ Exclusive Economic Zone (EEZ). Based on a benchmarking of current performance/ issues against the contents of the IPOA-IUU (FAO 2001) and the related FAO Technical Guidelines on implementation of the IPOA-IUU (FAO 2002), the Maldives NPOA-IUU identifies action points to reduce the negative social, economic, and environmental impacts of IUU fishing in the Maldives, and of Maldivian vessels operating outside of Maldives’ Exclusive Economic Zone (EEZ). The NPOA-IUU represents action by the Maldives in contributing to The United Nations Sustainable Development Goal (SDG) 14 Life Below Water, which has a Goal to: Conserve and sustainably use the oceans, seas and marine resources.     This document contains the report of, and some of the papers presented at, the FAO Regional Workshop on the Elaboration of National Plans of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing – Caribbean Subregion which was held at Port of Spain, Trinidad and Tobago, from 22 to 26 November 2004. The purpose of the Workshop was to assist countries in the Caribbean subregion to develop capacity so that they would be better placed to elaborate national plans of actio n to prevent, deter and eliminate illegal, unreported and unregulated fishing (NPOAs–IUU). The Workshop addressed issues relating to the 1995 FAO Code of Conduct for Responsible Fisheries, the 2001 International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) and Technical Guidelines No. 9 that have been developed to support the implementation of the IPOA-IUU; concepts of planning and the elaboration of action plans; a case study for the deve lopment of a NPOA-IUU in a small island developing State; decision-making about IUU fishing and skills enhancement through the identification of key issues relating to the elaboration of NPOAs-IUU, the primary vehicle by which the IPOA-IUU will be implemented by countries. Working groups were formed to encourage maximum participation in the Workshop. A review of the major IUU fishing problems in the region and their possible solutions were discussed.
