Synopsis (short abstract) The Maldives NPOA-IUU identifies action points to reduce the negative social, economic, and environmental impacts of IUU fishing in the Maldives, and of Maldivian vessels operating outside of Maldives’ Exclusive Economic Zone (EEZ). Based on a benchmarking of current performance/ issues against the contents of the IPOA-IUU (FAO 2001) and the related FAO Technical Guidelines on implementation of the IPOA-IUU (FAO 2002), the Maldives NPOA-IUU identifies action points to reduce the negative social, economic, and environmental impacts of IUU fishing in the Maldives, and of Maldivian vessels operating outside of Maldives’ Exclusive Economic Zone (EEZ). The NPOA-IUU represents action by the Maldives in contributing to The United Nations Sustainable Development Goal (SDG) 14 Life Below Water, which has a Goal to: Conserve and sustainably use the oceans, seas and marine resources.     This is St. Kitts and Nevis’ National Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (NPOA−IUU). The Plan has been developed in accordance with the FAO International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, adopted by the Food and Agriculture Organization of the United Nations in 2001. Protection of the coastal and marine ecosystem is a priority for St. Kitts and Nevis. The fisheries sector plays a key role in the sustainable management of the marine resources and conservation of threatened aquatic species, while supplying essential food, nutrition, employment, income and export earnings to the population of the country and to tourists. All fishing activities that degrade the marine environment and threaten the health of fish stocks in the Exclusive Economic Zone (EEZ) of St. Kitts and Nevis and the wider Caribbean region are also a threat to the health and livelihoods of the people in St. Ki tts and Nevis, and to the supply of fish, lobster and conch to other markets.

    This document contains the report of, and some of the papers presented at, the FAO Regional Workshop on the Elaboration of National Plans of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing – Certain Countries of the Near East Region, which was held in Cairo, Egypt, from 11 to 15 December 2005. The purpose of the Workshop was to assist countries in the region to develop capacity to elaborate national plans of action to prevent, deter and eliminate illegal, unrep orted and unregulated fishing (NPOAs–IUU). The Workshop addressed issues relating to the 1995 FAO Code of Conduct for Responsible Fisheries, the 2001 FAO International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA–IUU) and the FAO Fisheries Technical Guidelines for Responsible Fisheries No. 9 that have been developed to support the implementation of the IPOA–IUU; concepts of planning and the elaboration of action plans; decision-making about IUU fishing and skills enhancement through the identification of key issues relating to the elaboration of NPOAs–IUU, the primary vehicle by which the IPOA–IUU will be implemented by countries. Working groups were formed to encourage maximum participation in the Workshop. A review of the major IUU fishing problems in the region and their possible solutions were discussed. Funding for the Workshop was provided by the FAO Regular Programme with support from the FishCode Programme through component project GCP/INT/849/USA, “Support for Implementation of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishingâ€Â.

    The IPOA-IUU is a voluntary instrument that applies to all States and entities and to all fishers. Following the IPOA's introduction, the nature and scope of IUU fishing is addressed. This is followed by the IPOA's objective and principles and the implementation of measures to prevent, deter and eliminate IUU fishing. These measures focus on all State responsibilities, flag State responsibilities, coastal State measures, port State measures, internationally agreed market-related measures, resear ch and regional fisheries management organizations. Special requirements of developing countries are then considered, followed by reporting requirements and the role of FAO.
