Synopsis (short abstract) The requirements for the construction and the repair of fishing vessels are not necessarily the same. A repair yard of adequate size may be able to undertake construction, but the reverse is not necessarily true, owing to the need to take boats from the water for repair. Facilities around the Indian Ocean both for construction and repair are many labour, to simple-landing places, where craft are built or repaired on the beach in traditional fashion. In several of the sub-regions described here, construction yards are lacking for modern fishing vessels. In all sub-regions, repair facilities are inadequate for large wooden vessels. In sub-regions where steel vessels now operate, repair service is available in commercial-vessel yards, but it costs more than similar repairs in a fishing-vessel yard. The lack of spare parts for mechanized vessels is a serious problem. The Indian Ocean Programme should consider a solution, perhaps the establishment of central supply depots. A more detailed s tudy of the facilities existing or planned for the Indian Ocean region is needed; it would require at least 18-24 man-months. IOP should promote the inclusion in all major port-development projects of at least class C construction-and-repair facilities for fishing vessels.

    In early 2003 FAO undertook a survey on fisheries-related sea safety in the Pacific Islands region. The objective of that work was to consolidate the experience gained by selected countries in safety at sea with a view to improving ongoing and future activities in the region. A major conclusion of the survey was that the majority of loss of life in the Pacific Islands region is associated with small fishing boats which have received the least attention in terms of legislation, construction stan dards, enforcement strategies, regional discussions, training on proper use, and other schemes to improve safety. The report of the survey indicated that many of these issues have facets that involve law, naval architecture, search/rescue, community awareness, maritime administration, fisheries and other fields. FAO and SPC agreed that a meeting attended by motivated people having expertise in these disciplines could have a very positive effect on regional and national sea safety programmes. T he FAO/SPC Regional Expert Consultation on Sea Safety in Small Fishing Vessels held in Suva, Fiji, form 9 to 13 February 2004, was intended to produce this outcome.

    The Government of Somalia has acquired a fleet of commercial fishing vessels and has requested advice from the Indian Ocean Programme on their management. The present report reviews the vessels operational possibilities as well as the actions necessary to realize them. The report recommends that management be contracted to a suitably qualified fishing company and that a state-owned corporation be established to own the vessels and eventually to manage theme The report contains financial and staf fing tables and an outline of points for a corporate statute and a management contract.

    The increasing cost and scarcity of durable boatbuilding timbers have affected the construction of fishing craft around the world. The developed world has by and large witnessed the transfer from traditional wooden boatbuilding methods to either less conventional wood construction techniques (e.g., plywood or wood laminates) or non-wood materials such as fibre reinforced plastic (FRP), steel, aluminium and ferrocement. These techniques generally favour less labour intensive methods of constructi on. In the developing world where timber is still the predominant boatbuilding material, the scarcity and high cost of good quality timber have not meant that less wooden boats are being built, but rather that building quality has deteriorated through the use of poor quality timber. At the same time, however, attempts have been made to diversify construction methods with varying degrees of success. This publication is intended to benefit those who are considering ferrocement construction; it is assumed that those who use the book are already conversant in small fishing vessel construction.
