    The main objectives of this policy brief are to present the experiences of two very different countries, India and Madagascar, in microfinance. This brief specifically deals with the linking of microcredit and micro-insurance policies as an effective strategy for risk management, as well as the various ways in which this can be implemented, according to the characteristics of the country, the risks involved and the needs of beneficiaries. By providing examples of a variety of different mechanism s that make this linking possible, this brief aims to conclude that for each situation it is possible to tailor a risk transfer and risk management strategy by building partnerships among NGOs, the public/private sectors, donors, government and microfinance institutions in line with the development objectives of the country.

    Over the past decade, the country of Haiti located in the Caribbean has been subjected to numerous natural disasters, including Hurricanes Isaac and Sandy in 2010. Implemented by FAO and funded by the LDF, the agricultural and livelihoods resilience project “Strengthening Climate Change Resilience and Disaster Risk Reduction in Agriculture to Improve Food Security in Haiti After the Earthquake” sought to restore livelihoods, introduce climate-smart agriculture techniques and rehabilitate damaged land and livelihoods. The final evaluation found solid gains made in the area of climate change adaptation, as the project took important steps to link emergency relief efforts. The project led to sustainable outcomes for increased resilience in terms of agricultural productivity, and incomes were increased due to improved production techniques. The project did not however have a sufficient exit strategy, and more work is needed to ensure the financial sustainability necessary to achieve long-term impact.

    The Caribbean Strategy for Climate-Resilient Forests and Rural Livelihoods matches prioritised forestry initiatives for vertical and horizontal scaling with suitable funding streams. It also identifies possible regional and national partners for project development and execution. While the strategy is focused on forest resources management, it also emphasises poverty alleviation and food security in line with FAO’s Strategic Objectives. The strategy also has a gender and youth focus in addition to an emphasis on ecosystem services to support agricultural systems. Overall, the strategy can be thought of as a roadmap to mobilise investment for specific priority initiatives for vertical and horizontal scaling of climate resilience actions in the Caribbean forestry sector.
