Synopsis (short abstract) This paper discusses the potential value of catch documentation schemes (CDS) in deep-sea fisheries (DSF), and the implementation modalities that have to be envisaged, to ensure the effectiveness of this trade-based tool to combat illegal, unreported and unregulated (IUU) fishing. The paper argues that CDS are indeed capable of directly addressing a number of IUU fishing practices known to occur in DSF, and that their adoption would improve compliance with fisheries management requirements. Key infringements that may be directly detected and addressed through a CDS include – but are not limited to – violations of closed areas harbouring protected vulnerable marine ecosystems (VMEs) in the deep ocean, and quota overfishing. The paper also establishes the notion that partial coverage of given species through a CDS at the level of individual RFMOs is incongruous from a trade monitoring and control perspective, and that CDS should be considered as either/or propositions with regard to species coverage. With most DSF species having broad distributions straddling many RFMOs, the implementation modality that avails itself as the most suitable option, enabling the operation of an effective CDS, is that of a centrally operated electronic CDS platform – called a super-CDS – shared by a plurality of institutional and state players.

    Catch documentation schemes (CDS) have been a topic of debate for more than 16 years, and continue to mean different things to different people. This paper clarifies the nature of CDS and what they can achieve, and identifies the factors to be considered in the design of such schemes as a management and monitoring, control and surveillance tool in tuna fisheries. This paper was developed in the framework of the Common Oceans ABNJ Tuna Project funded by the Global Environment Facility and impleme nted by the FAO. The Common Oceans ABNJ Tuna Project harnesses the efforts of a large and diverse array of partners, including the five tuna RFMOs, governments, inter-governmental organizations, non-governmental organizations and private sector. The Project aims to achieve responsible, efficient and sustainable tuna production and biodiversity conservation in the areas beyond national jurisdiction focusing on three thematic areas, namely; improving management, combatting IUU fishing, and pro tecting biodiversity.A small-scale survey covering catch documentation schemes at the Brussels Seafood Show in April 2015 sampled feedback from the industry on these schemes in relation to tuna fisheries; some of the results are referred to in this paper in support of design option proposals.

    Catch documentation schemes (CDS) are just one in an array of tools designed to combat illegal, unreported and unregulated (IUU) fishing. The schemes provide a means for countries to cooperate in providing information about the legality of fish as it moves through the supply chain, from catch to market. Many countries are familiar with the specific information requirements on CDS forms; some, however, are less aware of the need for robust national systems to validate and verify that information. This document seeks to align and improve existing national monitoring, control and surveillance (MCS) tools, as well as product tracking systems, in order to support more effective national CDS implementation and strengthen CDS throughout the international supply chain. The document contains chapters on the legal and policy background to CDS, an introduction to the features and requirements of existing schemes, as well as guidance on how to handle CDS information requirements and identify national key data elements. Finally, it provides a series of exercises for assessing relevant national capabilities and coordination processes, including the management and exchange of information.
