Synopsis (short abstract) The security of tenure rights is a fundamental factor in positive outcomes for forests, in reducing deforestation and forest degradation within the larger context of sustainable development. This Information Brief focuses on the key contribution of collective tenure rights towards mitigating climate change, paying particular attention to the links with national strategies to reduce emissions from deforestation and forest degradation (REDD+) and nationally determined contributions (NDCs). The brief summarizes some of the key rationales for prioritizing the securing of collective tenure rights in the context of REDD+ and sustainable development. The paper presents three examples, from Nepal, Peru and the United Republic of Tanzania, to showcase the positive impact of secure collective tenure rights and proposes a range of measures that countries can take to accelerate progress towards collective tenure rights recognition.

Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principl es and obligations into land tenure systems, policies, and institutional frameworks. Presented as a background document for the Latin America Regional Consultation Meeting for the elaboration of the Voluntary Guidelines on Responsible Governance on Tenure of Land and Natural Resources, it aims to encourage discussion and further analysis on the issues presented.

Recognizing the invaluable role of forests in the fight against climate change, countries and the international community have established a framework known as Reducing Emissions from Deforestation and Forest Degradation, and the role of conservation, sustainable forest management, and the enhancement of forest carbon stocks in developing countries (REDD+). This framework aims to encourage countries to reduce deforestation and degradation by offering financial rewards or results-based payments (RBPs) for verified emission reductions, at the same time promoting sustainable development.While the existence of various international RBPs and carbon market schemes valuing emission reductions (ERs) presents multiple opportunities for countries participating in REDD+, there is a critical need to clarify ERs rights and determine who benefits from REDD+ results.This study offers a comprehensive comparative analysis that focuses on the nature and allocation of ER rights, as well as the legal entitlements associated with REDD+ outcomes. To conduct this study, legislation from more than twenty countries across Africa, Asia and the Pacific, and Latin America was reviewed between November 2021 and June 2023.
