Book (stand-alone)Technical Guide on the Integration of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security into the Implementation of the United Nations Convention to Combat Desertification and Land Degradation Neutrality 2022Produced jointly by the secretariats of the Food and Agriculture Organization of the United Nations (FAO) and the United Nations Convention to Combat Desertification (UNCCD), with contributions from multiple stakeholders, this technical guide addresses the integration of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests in the Context of National Food Security (VGGT) within the implementation of the UNCCD and Land Degradation Neutrality (LDN), thus opening a new chapter in ongoing efforts to combat desertification, land degradation, and drought. The guide outlines the practical applications of the VGGT – an internationally recognized framework on the responsible governance of tenure – in the context of the design and implementation of LDN initiatives. It offers a flexible multi-pathway approach to support policy and decision-makers and relevant stakeholders in shaping a tailor-made response to commonly encountered land tenure challenges via a range of national plans, legal frameworks, strategies, and action programmes addressing land degradation.

No results found.This is a general project leaflet containing key factual information and short background about the objectives and outputs of the project ‘’Enhancing Land Consolidation in North Macedonia’’ - a follow-up initiative of the successful "Mainstreaming of the National Land Consolidation Programme" (MAINLAND) project. Building directly on the results of the MAINLAND project, this project assists the Ministry of Agriculture, Forestry and Water Economy to further enhance land consolidation in North Macedonia by improving the national policy, institutional and regulatory framework on land consolidation (including the development of a new National Strategy for Land Consolidation for the period 2022-2030 with an Action Plan) and the full-fledged implementation of land consolidation projects in two project areas - Dabjani (Municipality of Dolneni) and Chiflik (Municipality of Chesinovo-Obleshevo), combined with construction of agricultural infrastructure. The Project budget is EUR 1.2 million, financed from the European Union Instrument for Pre-accession Assistance (IPA II) 2019 (EUR 1 million) and a FAO contribution (EUR 0.2 million). The project will be implemented over a period of 42 months, starting from August 2022 until January 2026. -

2022Konsolidimi i tokës është instrument tejet i efektshëm i menaxhimit të tokës që mundëson përmirësimin e strukturës së pronave bujqësore dhe fermave, çfarë e ngrit efikasitetin ekonomik dhe social të tyre dhe u sjell dobi si bartësve të të drejtave, ashtu edhe shoqërisë në përgjithësi. Meqë konsolidimi i tokës i jep qarkullim pronësisë së tokës dhe të drejtave të tjera të tokës, ai po ashtu e mundëson ndarjen e zonave të reja me destinime të veçanta përveç bujqësisë, si për shembull për infrastrukturë publike apo mbrojtje dhe restaurim të natyrës. Nga përvoja me projektet në shtetet anëtare FAO ka mësuar se instrumentet e konsolidimit të tokës e bëjnë të domosdoshme një rregullore ligjore të shtjelluar në mënyrë të thukët dhe të integruar në kornizën ligjore kombëtare. Konsolidimi i tokës është procedurë e rregulluar me ligj që udhëhiqet nga një organ publik dhe që përdoret për ta përshtatur strukturën e pronave në zonat rurale përmes një rindarjeje gjithëpërfshirëse të parcelave, të bashkërenduar midis pronarëve dhe shfrytëzuesve të tokave, për ta reduktuar copëzimin e tokave, për ta lehtësuar zgjerimin e fermave dhe/ose për t'i arritur objektivat e tjera publike, përfshirë restaurimin e natyrës dhe ndërtimin e infrastrukturës. Ky udhëzues ligjor ofron udhëzime të hollësishme lidhur me çështjet legjislative që kanë të bëjnë me konsolidimin e tokës në mënyra që përputhen me Udhëzimet Vullnetare për Qeverisjen e Përgjegjshme të Zotërimit të Tokës, Peshkatarisë dhe Pyjeve në kontekstin e Sigurisë Kombëtare të Ushqimit dhe të drejtës ndërkombëtare për të drejtat e njeriut. Ai përqendrohet në konsolidimin e tokës në zonat rurale dhe bazohet në praktikat e mira legjislative rajonale në konsolidimin e tokës në Evropë. -
