Synopsis (short abstract) A solid international consensus has emerged on the importance of nutrition for children’s development and well-being. At the Second International Conference on Nutrition (ICN2), the Member States of the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) committed to developing policies, programmes and initiatives to ensure healthy diets throughout the children’s life cycle, emphasizing the potential of schools as platforms for integrated action. This Guide promotes a holistic and human rights-based approach to school food and nutrition, in which legislation is an indispensable tool to ensure the sustainability of public policy goals set by a country. In light of international law and standards, it provides practical information and guidance to develop or strengthen national legislation to improve food security and nutrition in schools as well as community development. The Guide presents a range of regulatory options and legislative examples of state practice that may contribute to building sound and coherent legal frameworks for school food and nutrition. It is a useful resource for law practitioners, policymakers, parliamentarians, and all actors who are involved in the design, implementation, or monitoring of school programmes and policies and most particularly, for those interested in taking legislative action (law-making or law reform).

An account of the consultation at the FAO regional office in Bangkok from 17 to 20 July 2007, attended by 20 nutrition experts from 11 member countries. In Asia the co-existence of undernutrition and obesity is becoming more widespread and imposes an additional burden on already stretched social and health care services, especially in urban areas. Improving the nutritional status of school-age children is an effective investment for the future. Schools offer many opportunities to promote health y dietary patters, influence lifestyle choices for children and engage parents and community members in preventing children's malnutrition. This report provides a summary of the presentations and discussions on policies and programmes on school based nutrition in selected countries in Asia. Outcomes of the working groups and recommendations for FAO and country action to promote school based nutrition are also included.

Multi-component school feeding programs are widely recognized as key instruments to achieve children’s right to adequate food, education and health. The publication, developed within the framework of the school feeding project of the Brazil-FAO International Cooperation Program, aims to share some experiences and the development of the process of elaboration and implementation of legal and regulatory frameworks on school feeding, and to identify some fundamental elements for its development. It is aimed at parliamentarians, policymakers, actors in the school community and those people and professionals who have the interest, will and intention to develop a Bill in favour of school feeding. The publication indicates paths, advances and challenges faced by the various nations of Latin America and the Caribbean for the strengthening, consolidation and institutionalization of their school feeding programs, as a fundamental public policy in guaranteeing the human right to adequate and healthy food in the school environment.
