Synopsis (short abstract) This is the report of the Expert Consultation on Best Practice Technical Guidelines IPOA/NPOA–Seabirds [International Plan of Action/National Plan of Action for Reducing Incidental Catch of Seabirds in Longline Fisheries], held in Bergen, Norway, from 2 to 5 September 2008. The guidelines are designed to: (i) assist countries in preparing and implementing more effective NPOA–Seabirds; (ii) provide regional fisheries management organizations (RFMOs) with guidance on implementing IPOA– Seabirds within a regional framework; and (iii) address incidental mortality of seabirds from relevant fishing gear. The guidelines emphasize the importance of a cyclical framework of data collection, research and monitoring to quantify and reduce the incidental mortality of seabirds in an adaptive manner. The guidelines cover the following topics: (i) Relevant fishing gears; (ii) Uptake of seabird measures by RFMO/Arrangements; (iii) Defining an incidental catch problem; (iv) Mitig ation measures and related standards; (v) Mitigation research; (vi) Education, training and outreach; (vii) Observer programme; (viii) Seabird incidental catch reduction objectives; (ix) Monitoring and reporting framework for NPOA–Seabirds and regional plans; and (x) Periodic performance review.

    The Norway-FAO Expert Consultation was held in recognition of the fact that the management of shared fishery resources remains one of the great challenges on the way towards achieving long-term sustainable fisheries. The Expert Consultation considered, in particular, the management of transboundary fish stocks and straddling fish stocks. It directed itself to the practical problems to be faced in the management of these resources within the 1982 UN Convention on the Law of the Sea, the 1995 UN Fish Stocks Agreement and other relevant international instruments. As such, the Expert Consultation was not designed to prescribe solutions, but was rather designed to serve as a neutral forum in which options and their implications for management could be reviewed in a constructive manner.

    The Expert Consultation on Data Formats and Procedures for Monitoring, Control and Surveillance, held in Bergen (Norway) in October 2004, made a number of recommendations for more effective harmonization and exchange of fishing vessel information. The experts emphasized that an efficient path to standardized data formats would be the use of existing and developing data sets from the Coordinating Working Party on Fishery Statistics (CWP). Topics covered at this meeting included: fishing vessel mo nitoring system reporting procedures; licences and fishing authorizations; exchange of catch certificates and trade documents; electronic fishing logbooks; progress made by the CWP; the use of Customs Tariff Codes; and linkages with traceability and ecolabelling.
