Synopsis (short abstract) This publication presents coherent and systematic information and analysis about: the current food and nutrition security situation in the CARICOM Region and in CARICOM Member States, and the relevant legal, policy and institutional environments in the Region with respect to the protection and realization of the right to food. The assessment consists of four parts: (a) an analysis of the current food and nutrition security situation and recent trends, focusing on identifying structural inequi ties with respect to the protection and realization of the right to food, (b) an analysis of the legal environment for the right to food with reference to international law obligations, constitutional provisions, relevant domestic legislation and human rights institutions in CARICOM Member States, (c) an inventory of regional policies that relate to the right to food, and (d) an inventory of governmental institutions and non-governmental organizations with mandates and activities related to the protection and realization of the right to food. The intended uses of the findings and conclusions of the assessment are: • Identify cross-cutting actions to strengthen the right to food underpinnings of regional and national food and nutrition security policies and action plans; • Provide CARICOM Member States with key elements to conduct right to food assessments; • Provide regional and national civil society organizations with relevant information to aid their participation in foo d and nutrition security policy formulation and to contribute to the adherence of right to food principles; • Provide FAO staff with relevant knowledge and information to increase the effectiveness and relevance of policy assistance offered to CARICOM and its Member States.

This Guidance Note is a practical tool for practitioners who want to integrate the right to food into food and nutrition security programmes. It builds a bridge between the normative dimensions of the right to food and practical work on programme design, implementation and monitoring at country level. This tool does so by briefly explaining the conceptual, legal and operational dimensions of the right to food. Then it looks at four key entry points for integrating the right to food into fo od and nutrition security programmes: roles and responsibilities of stakeholders, legal aspects, monitoring, and recourse and claim mechanisms. Then uses specific examples and cases to illustrate how this can be done. The Guidance Note consolidates the right to food as both an objective and a tool for achieving food security for all. It shows that the right to food can provide an overarching framework that guides efforts to address hunger and malnutrition. At the same time, adopting an app roach based on the right to adequate food in the design, implementation and monitoring of programmes increases the chances of enhancing the efficiency, effectiveness, impact and sustainability of efforts. This publication is the result of an inter-departmental participatory process and close collaboration between the Integrated Food Security Support Service (TCSF) of the Policy and Programme Support Division and the Right to Food Team of the Agricultural Development Economics Division ( ESA), with numerous contributions from practitioners and experts from the field and headquarters. It was authored by Carmen Lahoz and Enrique De Loma-Ossorio from the Instituto de Estudios del Hambre (IEH) in Madrid. Available in English, French and Spanish.

Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principl es and obligations into land tenure systems, policies, and institutional frameworks. Presented as a background document for the Latin America Regional Consultation Meeting for the elaboration of the Voluntary Guidelines on Responsible Governance on Tenure of Land and Natural Resources, it aims to encourage discussion and further analysis on the issues presented.
