Synopsis (short abstract) Bridging the youth and gender gap related to digitalization and innovation could substantially contribute towards achieving the 2030 Agenda in the Pacific Small Island Developing States (SIDS). Acknowledging this, the present paper seeks to analytically articulate the opportunities and challenges that are associated with the ability of youth and women to optimize innovation and digitalization in the Pacific, as both users of innovation and innovators. The paper starts by assessing the involvement of women and the youth in agri-food systems in the Pacific SIDS and their capacity to adapt and devise digital and non-digital innovations. It then identifies the challenges that lead to substantial digital and innovation gaps that affect women and young farmers and entrepreneurs. Finally, it discusses ongoing and potential solutions for empowering them and facilitating their engagement and participation in agri-food systems, particularly in the wake of the COVID-19 pandemic.

This desk review provides an overview of the existing knowledge exchange platforms in SIDS, with a particular emphasis on identifying the gaps that the proposed FAO platform will fill as a complementary platform. This paper is neither an evaluation of the existing knowledge exchange platforms in SIDS nor an academic paper, which could easily provide critiques as an intellectual exercise. Instead, the paper is policy research driven for government, development partners and private-sector readership. This review is limited to the identification of existing knowledge exchange platforms promoting innovation and digitalization within the context of agriculture, food, nutrition, health and the environment. Conversely, to remain aligned with the phase approach of SIDS Solutions Platform development, the review is focused on the Pacific SIDS, as well as the Maldives because of geographic proximity.

Small Island Developing States (SIDS) are among the most vulnerable countries impacted by food insecurity and malnutrition. Their reliance on remote markets for their food supplies threatens their economies and health. Due to climate change, SIDS are increasingly under pressure and facing challenges which undermine their capacities to produce safe and high-quality food at a reasonable price. An essential part of the solution to improve nutrition and respond to the climate crises is the transformation of agrifood systems in SIDS. As food producers, processors and traders, women and girls in SIDS are central to poverty eradication, climate-change-resilience and national economic growth. Yet, they face massive constraints in their access to assets, resources, leadership and decision-making due to deep-rooted gender inequalities. They often work in the less profitable activities in the agrifood value chain and in small-scale businesses, with limited capital and opportunities for digital innovation and growth, especially in the present context of economic downturns.
