Synopsis (short abstract) Evidence suggests that rural women find themselves at a disadvantage in getting access to agricultural support services – be it rural advisory, business development or financial services. As value chain actors, women typically face more obstacles than their male counterparts to access these services and benefit from the information, technologies, and practices they can acquire through such services. This gender gap hinders women’s opportunities for decent work and economic empowerment, and also jeopardizes the performance and sustainability of agrifood value chains. Closing the gender gap and ensuring equal access to agricultural support services is a priority in sub-Saharan Africa (SSA) as well as in the Near East and North Africa (NENA), where FAO has made a strong commitment to promoting efficient, inclusive and sustainable agrifood value chain development, with particular attention to the inclusion and empowerment of rural women and youth.

Gender dynamics affect the ways in which the livestock sector contributes to sustaining livelihoods. Women comprise most poor livestock keepers in low- and middle-income countries, and are less represented in scaled-up production enterprises and other income-earning livestock-related activities. They also have limited access to livestock information, input and output services, as compared to their male counterparts. When production scales up, often as a result of investments or government policies to develop value chains, women can bear the brunt of increased workload and be pushed out of the accrued benefits. Such gender-based disadvantage is not only hindering the development of the livestock sector, but is also widening the gender gap. In this context, empowering women and girls is essential for both the sustainable development of the livestock sector, and for achieving gender equality. These in turn are key for building a world free from hunger, malnutrition and poverty, with resilient livelihoods for everyone. The Framework for Gender-Responsive Livestock Development was jointly developed by the International Livestock Research Institute (ILRI), the Food and Agriculture Organization of the United Nations (FAO), the World Bank and the International Fund for Agricultural Development (IFAD), with the aim of supporting the planning and implementation of gender-responsive policies, projects and investments related to the development of the livestock sector. It provides an overarching framework to support the formulation of action plans and guidance documents contributing to gender equality and women’s empowerment through livestock development.

The objective of the questionnaire is to guide the selection and promotion of mechanization that responds to the needs of women farmers for their benefit and empowerment. The information compiled builds interventions that reduce women’s drudgery, increase labour productivity, and create income and business opportunities through the provision of mechanization services in rural communities. This questionnaire allows for the collection of data to perform a gender-responsive needs assessment for mechanization. There are 35 questions divided into five modules:
personal information;
land, crop, value chain and division of work;

workload;

access to and constraints in adopting agricultural mechanization; and

mechanization services.
Why do we carry out a gender-responsive needs assessment for mechanization?
Gender dynamics and social norms determine technology access and use.

Even though no role is necessarily exclusively performed by just women or men, the traditional division of labour tends to assign specific responsibilities along value chains to women and others to men.

Women and men have different technology and mechanization needs. These needs do not always determine the choice of machines and equipment.

Women tend to be more affected by the drudgery of manual work (hence work burden and time poverty). At the same time, men often carry out tasks that are supported by technology.

There is a need to identify critical gender gaps and constraints in access to local institutions and organizations that determine technology use and management.

Women play key roles in rural economies, where the fight against hunger and poverty is most pressing. They are also central to family food security and nutrition. However, compared to their male counterparts, rural women typically face multiple gender-based constraints – particularly in their access to productive resources (e.g. land, technologies, training and services) and economic opportunities (e.g. access to markets and decent employment) – which prevent them from becoming equally competiti ve economic players. Gender equality can be foster through practical policy measures. The Gender in Agricultural Policies Assessment Tool (GAPo) is a toolkit that FAO developed to support national governments and their development partners to achieve gender equality and women’s empowerment in the agriculture sector. Its purpose is to assist a core group of stakeholders to carry out a participatory process of diagnosis, analysis and reflection on gender equality gaps in policies and implementati on, with a view towards outlining concrete policy steps to address those gaps.
