Synopsis (short abstract) Based on the lessons drawn from the implemented agricultural research for development (AR4D)-assessment methodology, including desk review analysis and participatory discussions held with various actors and experts familiar with the National Agricultural Research Systems (NARS) of Liberia, the following guidelines are proposed to strengthen the knowledge and skills of researchers and AR4D project managers within the various NARS organizations in the country. The guidelines include recommendations that should be considered by the GOL, its development partners, NARS organizations and other stakeholders to help improve the performance of the NARS in Liberia. It is expected that the guidelines, when applied accordingly, will enhance collaboration among the main research organizations of the NARS and improve the sustainable impact of AR4D in the country. This guideline is necessary to enhance the appropriateness of practice and to improve the quality of work in NARS organizations by providing a practical framework for decision-making and maintaining a sense of responsibility and accountability within AR4D programs. Additionally, the guideline will provide the boundaries that allow researchers and other AR4D actors to make decisions for the benefit of the stakeholders and the AR4D organization. Adherence to guideline can improve the consistency of implementation, help avoid inefficiencies and optimize the value of AR4D expenditures by identifying practices that are unnecessary or unduly expensive.

    Agricultural research for development (AR4D), aims to improve the livelihoods of poor-resources and small-scale producers through adaptive applied, is critical for enabling poor-resource communities to improve their livelihoods. The National Agricultural Research Systems (NARS) have a deep understanding of the challenges both at farm and system levels. However, NARS need the adequate technical and financial support to increase their efficiency to sustainably enhance the impacts of AR4D and achieve national food and nutrition security. Technical support, in the form of national guidelines, can provide NARS with essential tools to streamline their efforts on AR4D, increase their efficiency, and achieve better outcomes and impacts. Based on the lessons drawn from the assessment study on AR4D, including literature review analysis and participatory discussions with various NARS actors and stakeholders in Egypt, the following guidelines are proposed to strengthen the knowledge and skills of researchers and AR4D project managers. The guidelines also include recommendations and critical elements for successful implementation of AR4D that could be considered by NARS organizations and other stakeholders to help improve the performance of the NARS in Egypt. These guidelines could also be useful to enhance collaboration among the main research organizations of the NARS and improve the institutional linkages between different actors that ensures sustainable impact of AR4D in the country.

    As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impacts and their links to extension service systems, the present assessment was conducted in Liberia to establish deeper insight into these challenges and opportunities. The results presented in this comprehensive report can be used to support the development and adoption of guidelines for use by the NARS. The present study was undertaken to assess the implementation of AR4D in Liberia and the key actors involved to better understand the performance and the intuitional linkages amongst them and other relevant institutions to help identify potentials for fulfilling the agricultural research for development needs of the country with the over-arching goal of supporting small-scale farmers.

    The FAO Regional Office for Africa (RAF) collaborates with several African countries in Sub-Saharan Africa, including Liberia, to enhance resilience building efforts. FAO is implementing programs in Liberia to enhance resilience, aligning with government priorities and key policies. The Resilience Building Programme focuses on policy interventions covering food security, nutrition, land, livestock, fisheries, and environment. FAO promotes sustainable food systems, supports value chain development, enhances agricultural governance, and strengthens capacities of relevant institutions. The organization also supports responsible agrifood systems, facilitates investments in various agriculture value chains, and collaborates with the government to improve infrastructure and create an enabling environment for investments. Cross-cutting areas include gender equality, youth empowerment, climate change mitigation, and environmental protection. FAO's initiatives in Liberia aim to strengthen preventive, anticipatory, absorptive, adaptive, and transformational capacities to empower local communities and foster sustainable development. This document reflects an analysis of ongoing FAO Liberia resilience building interventions and how they contribute towards the five capacities for resilience building, namely: Preventive: reduce existing and future risks; Anticipative: act early; Absorptive: the ability to bounce back, overwhelmingly humanitarian (emergency response); Adaptive: incremental adjustments; Transformative: make fundamental changes to the system. The five capacity areas are in most cases overlapping during specific project implementation, with the classification based on the overarching resilience capacity area.
