Synopsis (short abstract) Most rural women and girls experience multiple disadvantages in their lives, because of systematic gender inequalities. Structural drivers, including discriminatory norms, create and maintain gender gaps in development outcomes. Gender transformative programmes seek to address the underlying structural causes of gender inequalities and transform unequal gender roles and relations. This paper aims to orient the future policy, research and programmatic work of national governments, practitioners and development partners on the adoption of a gender transformative approach (GTA) to social protection to improve results on rural poverty reduction, food security and nutrition. Social protection interventions rarely explicitly address social and gender norms and power dynamics at household level and beyond, but there is a growing demand to understand the potential of social protection policies and programmes to contribute to gender transformative outcomes. This paper critically examines the scope for social protection to be gender transformative and discusses the available evidence on gender transformative impacts of social protection. It also aims to identify how programmes can realistically become more transformative in their objectives, design features and outcomes.

    These Guidelines include step-by-step guidance to formulate qualitative and quantitative indicators of gender transformative change to help gender experts and food security, agriculture and nutrition programme specialists in their efforts to design, implement, monitor and evaluate gender transformative interventions. These indicators should be distinctive from and a complement to other reach, benefit and empower indicators intended to contribute to gender equality outcomes in food security, nutrition and sustainable agriculture. The Guidelines also present an overarching framework for measuring gender transformative change in the context of food and nutrition security and sustainable agriculture, including key dimensions and a socio-ecological model for identifying spheres of influence within which gender transformative change can be measured. Additionally, the Guidelines bring attention to other important issues to consider when to implement the framework and when to develop context-specific indicators of gender transformative change, such as the incorporation of insider perspectives and consideration to intersectional forms of discrimination.

    Namibia's small-scale fisheries sector, a cornerstone of the country's economy and social fabric, faces challenges related to unsustainable practices, inadequate infrastructure, and limited market access. To address these challenges and harness the sector's immense potential, this policy brief proposes a set of recommendations: 1. Establish a regulatory framework for sustainable resource management and equitable distribution of benefits through a sustainable small-scale fisheries law. 2. Foster a sense of ownership and accountability by creating a Small-Scale Fisheries Advisory Council, ensuring meaningful participation of small-scale fishers in decision-making processes. 3. Empower women and enhance their participation in the sector by promoting gender-transformative approaches in small-scale fisheries. 4. Recognize and protect the rights of small-scale fishers through rights-based management approaches for small-scale fisheries, ensuring equitable access to resources, markets, and decision-making processes. 5. Enhance post-harvest handling, processing, and storage facilities, strengthen market linkages, and facilitate access to finance for small-scale fishers by improving the small-scale fisheries value chain. By implementing these recommendations, Namibia can unlock the immense value of its small-scale fisheries sector, promoting sustainable development, food security, and poverty reduction, while ensuring the long-term viability of this vital industry.
