    The FAO project “Building climate change resilience in the fisheries sector in Malawi” (the FiRM project, funded by the Global Environment Facility), aimed to build climate resilience in Malawi’s fisheries sector, focusing on Lake Malombe’s vulnerable fishing communities. This region faces significant challenges such as overfishing, ecosystem degradation, and increasing climate-related risks. The project began implementation in 2017 and involved climate information dissemination, policy support, and capacity-building efforts to enhance community resilience. The final independent evaluation of the project rated it as Mildly Satisfactory overall. While the project successfully raised climate awareness and supported co-management practices, challenges emerged in sustaining institutional ownership and in delivering lasting climate-resilient practices. Recommendations include streamlining FAO processes, for FAO Malawi to engage in policy influence, strategy in the fisheries sector in the country and promoting local governance capacity, and supporting more business-aligned interventions that meet community needs.

    This evaluation focused on the FAO technical assistance (TA) contribution to a large GAFSP funded agriculture and nutrition programme in Nepal. The project aimed to promote climate-sensitive agriculture, improve knowledge and skills in extension workers and 65 000 participating households, and improve linkages to value chains. The TA function was largely successful in building technical capacity, knowledge sharing, and community engagement through trained staff, quality learning materials, and expanded field school programs, with high female participation. there were some constraints in fragmented coordination and limited integration with local governance structures, affecting sustainability potential. Recommendations were made for similar future investments which focused on stronger integration with Local Governance Structures; improvements in operational efficiency and responsiveness; and better incorporation of inclusion and sustainability mechanisms.

    The project seeks to increase the climate resilience of agricultural production and ensure food security through improved ecosystem services from agroforestry, silvopastoral systems, reforestation and assisted natural forest regeneration in seven vulnerable municipalities. The evaluation found the project is on track to achieve its expected results. It remains highly relevant to national priorities, and its activities address the localized climate resilience needs of agricultural producers. High levels of stakeholder coordination, engagement and ownership at all levels helped to advance implementation. External factors led to implementation delays and impeded progress towards mid-term targets in some areas. Early results demonstrate that the productive landscape restoration activities are triggering an environmental recovery at the farm and landscape levels. The evaluation recommends extending the project time frame; reinforcing technical capacities in areas of climate change mitigation; strengthening capacity building and mechanisms to support women’s leadership and economic empowerment; strengthening the project’s monitoring tools to better capture strategic results; and reinforcing the project’s sustainability and paradigm shift potential.
