Synopsis (short abstract) Attending the fourth session were delegates from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, South Africa and Tanzania, and observers from the African Union Strategic Fund for Fisheries, the Agulhas Somali Current Large Marine Ecosystem project, the Council for Scientific and Industrial Research, the Indian Ocean Tuna Commission (IOTC), the Indian Ocean Commission, the Nairobi Convention, the Swedish Board of Fisheries, the South West Indian Ocean Fisheries Project (SWIOFP), the Oceanographic Research Institute, and the World Bank. The Commission noted the work since the third session, considered the report of the Scientific Committee, reflected on the status of fisheries resources, advised on management of stocks, reminded that there should be more fishery management plans, commended the EAF-Nansen project, cautioned on relying on foreign vessels to report catches within member EEZs, and raised the need for transparency and regional cooperation i n fishing agreements. It established a Regional Steering Committee for the EAF-Nansen project, appreciated initiatives of members and of SADC in the fight against illegal unregulated and unreported (IUU) fishing noting that bilateral, regional and global-level efforts were required. It discussed EU regulations on IUU fishing and trade. It considered its direction on climate change and fisheries premature and requested the Scientific Committee to set up a working group with IOTC for further advic e. On improving its effectiveness, members emphasised responsibility, welcomed a results-based approach, and requested a review. A SWIOFP Steering Committee meeting was held in conjunction with the Commission. The Commission elected Maldives, Mauritius and Madagascar to steer the Commission intersessionally and at the fifth session in Maldives, late 2010 or early 2011.

    The fourth session of the Scientific Committee of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, South Africa and the United Republic of Tanzania. Representatives of FIRMS/FISHCODE, the Indian Ocean Tuna Commission (IOTC), the EAF¿Nansen project, the South West Indian Ocean Fisheries Project (SWIOFP) and the United Kingdom also attended the session as observers. The Scienti fic Committee elected a new Chairperson, examined the status of fisheries resources in its area of competence; considered a report of the Working Group on demersal and small pelagic fishes; discussed research and management actions in Comores (sea cucumber), France (smallscale fisheries), Mozambique (deep-water lobster), Maldives (sharks), Mauritius (sea cucumber) Seychelles (sharks), South Africa (line fishery) and Tanzania (prawns); reviewed the progress towards an ecosystem approach to fisheries; was presented information on the availability and accessibility of data on tuna catches in the EEZs of member countries and high seas; discussed a recent fishery assessment from Mauritius; discussed integration of databases providing regional fisheries information; and made recommendations for the consideration of the fifth session of the Commission. The next session of the Scientific Committee will take place in South Africa or alternatively in Tanzania in 2011 at least t wo months before the sixth session of the South West Indian Ocean Fisheries Commission.

    The first session of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, European Community, France, Kenya, the Republic of Maldives, Mauritius, Mozambique, Seychelles, Somalia, South Africa and the United Republic of Tanzania. Representatives of the Agulhas Somali Large Marine Ecosystem, the Indian Ocean Commission, the World Conservation Union, the Republic of Korea, the Southern African Development Community, the Swedish International Development Cooperati on Agency, the South West Indian Ocean Fisheries Project, the United Nations Development Programme in Somalia, the Regional Seas Programme of the United Nations Environment Programme also attended the session as observers. The Commission adopted its Rules of Procedure and established a Scientific Committee. It examined outcomes of the Committee on Fisheries and the fourth meeting of Regional Fisheries Bodies Secretariats held in Rome in March 2005. It also reviewed fisheries management in the so uthwest Indian Ocean, discussed collaboration with other regional organizations and programmes, established a programme of work, and elected members of a Bureau to steer the Commission until the next session which will take place in Mozambique in August 2006.

    This is the final version of the report of the eleventh session of the Scientific Committee of the South-West Indian Ocean Fisheries Commission. It was prepared by the Secretariat of the SWIOFC, based on the information provided by the participants at the meeting. The 11th Session of the SC of the SWIOFC was dedicated to make an outline of the work on fisheries monitoring and management currently on-going at national level and in the region and on the identification of future work lines and roles. The meeting of the Scientific Committee is being convened under the Statutes of the Southwest Indian Ocean Fisheries Commission adopted under Resolution 1/127 of the Hundred and Twenty-seventh Session of the FAO Council. It is open to members of the Commission, coastal States with sovereignty over waters within the area of competence of the Commission and to observers.Ceci est la version finale du rapport de la onzième session du Comité scientifique de la Commission des pêches du sud-ouest de l’océan Indien. Il a été préparé par le Secrétariat du SWIOFC, sur la base des informations fournies par les participants à la réunion. La 11ème session du CS du SWIOFC a été consacrée à faire un aperçu du travail sur le suivi et la gestion des pêches actuellement en cours au niveau national et dans la région et sur l'identification des futures lignes de travail et des rôles. La réunion du Comité scientifique est convoquée conformément aux Statuts de la Commission des pêches du sud-ouest de l'océan Indien adoptés en vertu de la Résolution 1/127 de la cent vingt-septième session du Conseil de la FAO.     Global climate studies show that not only temperatures are increasing and precipitation levels are becoming more varied, all projections indicate these trends will continue. It is therefore imperative that we understand changes in climate over agricultural areas and their impacts on agriculture production and food security. This study presents new analysis on the impact of changing climate on agriculture and food security, by examining the evidence on recent climate variability and extremes over agricultural areas and the impact of these on agriculture and food security. It shows that more countries are exposed to increasing climate variability and extremes and the frequency (the number of years exposed in a five-year period) and intensity (the number of types of climate extremes in a five-year period) of exposure over agricultural areas have increased. The findings of this study are compelling and bring urgency to the fact that climate variability and extremes are proliferating and intensifying and are contributing to a rise in global hunger. The world’s 2.5 billion small-scale farmers, herders, fishers, and forest-dependent people, who derive their food and income from renewable natural resources, are most at risk and affected. Actions to strengthen the resilience of livelihoods and food systems to climate variability and extremes urgently need to be scaled up and accelerated.
