    The third session of the South West Indian Ocean Commission was attended by delegates from France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Somalia, South Africa, the United Republic of Tanzania and Yemen. Representatives of the Indian Ocean Tuna Commission (IOTC), the Indian Ocean Commission Monitoring Control and Surveillance Project (IOC-MCS), the Swedish International Development Cooperation Agency (Sida), the South West Indian Ocean Fisheries Project (SWIOFP), the Reg ional Programme for the Sustainable Management of the Coastal Zones of the Indian Ocean (ReCoMap) and the World Bank also attended the session as observers. The Commission noted the work undertaken since the second session, considered the report of the Scientific Committee, and agreed that the second Working Party on Fisheries Data and Statistics should address the harmonization of fishery frame surveys.     Attending the fourth session were delegates from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, South Africa and Tanzania, and observers from the African Union Strategic Fund for Fisheries, the Agulhas Somali Current Large Marine Ecosystem project, the Council for Scientific and Industrial Research, the Indian Ocean Tuna Commission (IOTC), the Indian Ocean Commission, the Nairobi Convention, the Swedish Board of Fisheries, the South West Indian Ocean Fisheries Project (SWIOFP), the Oceanographic Research Institute, and the World Bank. The Commission noted the work since the third session, considered the report of the Scientific Committee, reflected on the status of fisheries resources, advised on management of stocks, reminded that there should be more fishery management plans, commended the EAF-Nansen project, cautioned on relying on foreign vessels to report catches within member EEZs, and raised the need for transparency and regional cooperation i n fishing agreements. It established a Regional Steering Committee for the EAF-Nansen project, appreciated initiatives of members and of SADC in the fight against illegal unregulated and unreported (IUU) fishing noting that bilateral, regional and global-level efforts were required. It discussed EU regulations on IUU fishing and trade. It considered its direction on climate change and fisheries premature and requested the Scientific Committee to set up a working group with IOTC for further advic e. On improving its effectiveness, members emphasised responsibility, welcomed a results-based approach, and requested a review. A SWIOFP Steering Committee meeting was held in conjunction with the Commission. The Commission elected Maldives, Mauritius and Madagascar to steer the Commission intersessionally and at the fifth session in Maldives, late 2010 or early 2011.

    Attending the Eighth session were delegates from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Somalia, South Africa and the United Republic of Tanzania. Representatives of the Commission de l’océan Indien (COI), the European Union (EU), Japan, the Marine Stewardship Council (MSC), the World Bank (WB) and the Worldwide Fund for Nature (WWF) also attended the session as observers. The Commission noted the work since the seventh session with satisfaction, considered the report of the Scientific Committee and its recommendations, noted the positive outcomes of the Working Party on Collaboration and Cooperation in Tuna Fisheries, revised the SWIOFC Rules of Procedure, raised matters relating to the establishment of a SADC Regional Monitoring, Control and Surveillance centre in Maputo, discussed the inclusion of the regional component of the South West Indian Ocean Fisheries Governance and Growth project (SWIOFISH1) within the SWIOFC Secretariat, established a Steering Committee for the project, and approved SWIOFCs work programme. Maldives was elected to the Bureau at the last Session and was elected to take chair for the Ninth session. South Africa was elected to the Bureau and offered to host the tenth Session of the Commission. The Bureau after the Eight Session will be composed of Maldives (Chair), Madagascar and South Africa (Vice-Chairs). Ont participé à cette huitième session des délégués des Comores, de la France, du Kenya, de Madagascar, des Maldives, de Maurice, du Mozambique, des Seychelles, de la Somalie et de la République-Unie de Tanzanie. Des représentants de la Commission de l’océan Indien (COI), de l’Union Européenne (UE), du Japon, de Marine Stewardship Council (MSC), de l’PNUE, de la Banque mondiale (BM) et du Fonds mondial pour la nature (WWF) ont également assisté à la session en tant qu’observateurs. La Commission a noté les travaux réalisés depuis la sixième session avec satisfaction, a examiné le rapport du Comité scientifique et ses recommandations, a noté les résultats positifs du Groupe de travail sur la collaboration et la coopération dans le domaine de pêche thonière, a révisée les Règles de procédure de la CPSOOI, a soulevé des questions relatives à la mise en place d'une centre régionale de contrôle et de surveillance de la SADC à Maputo, a discuté de l'inclusion de la composante régionale du Projet de gouvernance et de croissance partagée de la pêche dans le sud-ouest de l’océan Indien (SWIOFish1) au sein du Secrétariat CPSOOI, a créé un Comité de pilotage pour le projet, et a approuvé le programme de travail de la CPSOOI. Maldives a été élue au Bureau lors de la dernière session et a été élu pour prendre la présidence de la Session 9. L’Afrique du sud a été élue au Bureau et a offert d’accueillir la dixième session de la Commission. Après la huitième session, le Bureau, sera composé de Maldives (président), Madagascar et de l’Afrique du sud (vice-présidents).
