Synopsis (short abstract) The economic empowerment of rural women is critical for the continuing improvement of agriculture and further development of the rural sector. Increased participation of women in value-added productive activities requires an understanding of all of the barriers that limit their participation along the value chains. Addressing these barriers can transform women’s role in this sector and catalyse their economic empowerment. This study was conducted to contribute to the generation of knowledge for informed policies and interventions, which can close the gender gap in rural areas in order to strengthen the livelihoods of rural populations, reduce poverty and generate sustainable rural development in Albania. The study presents the results of a cross-regional market and gender-sensitive value chain analysis conducted in three geographical areas – Berat, Korça and Vlora – and at different levels of the selected value chains, including producers, processors, exporters and traders. From a list of eight predefined value chains, three were selected for this study: medicinal and aromatic plants (MAPs), beekeeping, and traditional food and gourmet production. Their selection was based on the high potential for growth that they showed for the actors involved in the chains, and the strong economic opportunities that they provided for the empowerment of rural women in particular. This study also includes an assessment of women's access to public subsidies, and a set of recommendations for governmental institutions and intergovernmental organizations. Finally, the study proposes an intervention strategy to advance towards rural women´s economic empowerment and diversification of the rural economy.

    Rural women are crucial contributors to Albania's agricultural sector and rural economy. They are actively involved in all stages of agrifood value chains as farmers, producers, processors, and consumers. Yet structural barriers limit their access to economic opportunities, thereby restricting also agrifood value chain sustainable and inclusive development. This publication employs FAO's gender-responsive value chain approach to analyze three case studies from Elbasan, Puka, and Leskovik. It highlights the opportunities for strengthening the role of women producers and processors in value chains and identifies key barriers that hinder women's full participation. Agribusiness incubators are highlighted in the report as innovative solutions designed to meet the specific needs of rural women and promote their economic empowerment. These incubators could play a crucial role in helping women overcome barriers in the agrifood sector, fostering their participation and unlocking new opportunities for the development of specific agrifood value chains.

    This study identifies value chain (VC) opportunities for women cooperatives, associations and individuals by adopting the FAO Gender-Sensitive Value Chain (GSVC) framework of analysis. In addition to the core and extended VC levels, as well as the national and global enabling environment. This framework adds two dimensions to be analyzed which are the individual and household levels, the areas in which gender inequalities frequently start from. Therefore, adding these two levels of analysis facilitates the systematic integration of gender equality into VC development programmes and projects. In addition to experts for each sub-sector, namely plant production, forestry, fisheries and aquaculture, animal production and agro-processing, this study included a gender consultant who played a major role in the different phases of the study. These included preparing and giving workshops to the sub-sector experts prior to the literature review and analysis, aligning their work within a gender framework, in addition to participating in the data collection phase, where the consultant revised the data collection tools prepared by the sub-sector experts for the Key Informant Interviews (KIIs), Survey and Focus Group Discussions (FGDs) and attended the majority of the KIIs. The consultant additionally revised the analysis of each sub-sector, included a gender assessment and assisted in the study’s reporting.

    The FAO projects in Southern Iraq, funded by Global Affairs Canada (GAC) and the Swedish International Development Agency (SIDA), aim to improve water productivity, food security, and climate resilience for rural households. The GAC project ($7.3 million) focuses on empowering women through Climate Smart Agriculture (CSA) and installing solar panels to enhance irrigation. The SIDA project ($10.2 million) promotes CSA, post-harvest improvements, and policy dialogue on water efficiency. Both initiatives align with the Green Climate Fund’s efforts to strengthen climate resilience in Iraq's agricultural sector.
